That business cannot withold a paycheck. They also cannot charge your daughter for new locks. Not only is the charge false, they are basically slandering your child by implying that she was fired due to theft. There are many laws covering how and when a last check must be handled. I believe when you are fired, they usually hand you the check at the same time. Laws vary state to state, with some federal overlap. The Labor Department in your state should be able to help you, and a lawyer wouldn't hurt.
