Despite reading numerous negative reports about this company online, I decided to shop for a used car at this dealership. I bought a used car, with which I was very satisfied. I paid the entire price up front--no financing. The dealer charged me to file all of the DMV paperwork. The dealer and myself signed all of the necessary paperwork, including the Dealer's Representation of Title and Lien Satisfaction document. About 10 days after the sale, I got a call from the sales manager, telling me that due to an unknown second lien on the title, I had to bring the car back. I asked numerous times for proof of this, and the sales manager and sales representative refused to email the proof. (Remember, we had signed off on the title and lien satisfaction). Obviously, this dealer realized that they could probably resell this car for more money, so they are asking for it back. I know I am being scammed, but since I don't have the title for the car, I cannot register it, and they know this, so they have the upper hand.

Depending on when this happened what have you done?
Have you gone to the DMV and asked them to check the title? If the car is currently titled in NY you can do this online in about 30 seconds.

Have you taken your paperwork from the dealer, which should be the Bill of Sale, and copies of the paperwork? As that may be enough to title the car in your name(if there is no lien).

Now, if there was in fact a lien they legally could not sell it and you may need to return it, at the very least looking to unwind the deal. If there is anything else you would be entitled to would probably take a consultation with an attorney.
The same goes if there is not a lien, you can not get it titled, and they refuse to file the paperwork. In that case that may actually be a violation of law which they could be held responsible for.
