I was hired to install a parking lot at the Hilton Garden Inn and Homewood Suites in Bossier City, Louisiana. The general contractor was the Lemoine Company. The project was never to have an asphalt parking lot, but the Lemoine Company talked the owner (against the engineers advice) into going with asphalt in lieu of concrete to save about $250,000 so I was told by Carroll Molbert with Lemoine! I should have known that this deal would go sour when during the preconstruction meeting the the GC staff told all the sub contractors NOT to speak with the Owners Representative (Glen) because the owner was notorious for making unapproved changes that the sub would be responsible for. Then there was a situation where the Superintendent Greg Landry stated to me that the Owners rep (Glen) got paid extra "bonus" money if he found fault in a subs work that had to be correctd.

Here we are almost 8 months after completion (and out $100,000) and the parking lot has failed in a few areas due to the poor soil conditions (documented in the testing report) under the paving, which have nothing to do with my asphalt. According to the site contractor there was contaminated soil from the old creosote factory that were not allowed to be removed, and now the ground holds so much water that its making the parking lot settle (again not my fault)!!

To date the asphalt has passed every test that a Highway would have to pass, yet the only specification in the contract (remember it was supposed to be concrete) was that the asphalt material be of a LADOTD type, which was approved prior to placement. So now I'm out $100,000 until they find a testing company that will tell them what they want to hear.

In short, the Lemoine Company and the owner (Dimension Development) took a gamble to go with asphalt to save a buck and gambled wrong! Next time listen to the engineer, thats way they make the BIG bucks!!
