I have been paying child support in Arizona since my divorce in 1996. There were several periods where I was on disability or out of work where my income went precipitously downward, or for short periods, stopped completely. Hence I accumulated some arrearages in my child support payments. (I was originally paying $3,540 monthly, but after layoffs, disability or unemployment my usual court ordered payments went down to between $800 and $480 monthly). My children are now all emancipated, but the imbecilic agency of the Department of Economic Security referred to s Child Support Enforcement continues to collect arrears payments through a private contractor. two and a half years ago they said I owed $11,700 in arrears, up until two years ago the amount they claimed I till owe was $2,700. They auto-debit $680 from my Social Security Disability payment monthly and the owed amount never goes down. I have not received a current statement of account in eleven months. The department has a disturbing and distressing voice response system making it virtually impossible to reach a human being. When I am able to get a live person they are consistently rude, aggressive, unwilling or unable to answer, do not return messages, refer me to outside agencies or companies, refer me back to court that initially ordered and then modified the child support decree, on and on and on. When I have showed up at the local office, and demanded to see an enforcemtn officer, they were only able or willing to give me information that was either grossly outdated or frankly in error. They too were rude, abrupt or outright nasty. They know I continue to make payments, that I am on a limited fixed disability income, and outright act like I am some deadbeat. My communication with this office, the individuals in this agency, the collateral agencies (including the attorney generals office, the state ombudsperson, the governors office, etc) has consistently been on-time, polite, comprehensive and respectful. No person or regulatory body hold this agency and the assigned caseworkers accountable. They are free to act as they please, they are misinformed, they are rude, haughty and condescending and outright irresponsible. They in no way serve the public, they are disrespectful and inconsiderate. Perhaps the biggest issue is that they are wrong, and their actions are causing at least this Arizona resident great harm and gross difficulties just staying afloat. Please please please get a private attorney to deal with these individuals and not advocate for yourself as I did. If at all possible, do not deal with Arizona state agency at all. They are mean, rude and ignorant animals!
