On Friday, 04/02/10, we went to the Lowe's Home Improvement store, located on Peters Creek Parkway in Winston-Salem, NC. As we walked through the fencing display, we were approached by a man who identified himself as Brock Rowe. He asked if we were thinking about building a fence, and wanted to know what kind we wanted to build and what the dimensions would be.



 



He said he could build the fence for $1500.00, "and I can build it this afternoon."  



 



The offer of immediate construction appealed to us. We agreed to have him do the work. He followed us home and at that time we wrote a check payable to a person by the name of Justin Bolden, for a deposit of $800.00. Brock hand-wrote and signed a contract agreement.  He then left, without having taken any measurements.



 



About three hours later, on the same afternoon, two workers arrived in a car. They began trying to layout the construction site. It was obvious that they were unskilled. I helped them to layout and square the perimeter of the fence. They were showing signs of agitation with each other.  They began digging post holes.



 



After about three hours, Brock Rowe returned with some posts and bags of concrete.  Little work was actually done that day.  He promised that we will be back no later than nine or ten tomorrow.



 



Next morning, he called and said he would be back around noon.



 



About 2:30 PM, we called him and he said he was still coming back. He didnt return.  I attempted to call him and left a voice mail.  He didnt return the call.



 



Later that afternoon, I finally reached him on the phone.  He said if it would be alright, he would come and finish the job on Easter Sunday.  I agreed.



 



He didnt show up, and he didnt return any of several messages.



 



On Monday, April 5, he called and said he would be coming back between 10 AM and noon to complete the job. No show. Did not return calls.



 



On Tuesday, April 6, he called at about 8:30 AM and said he would come to the site in about 30 to 45 minutes.  We called him at 2:30 PM because he had not shown up.  He said he was on his way.  This time he appeared at about 3:30 PM.



 



Brock and one other worker worked at digging post holes and setting posts until almost dark. Brock stated before he left that he would be back tomorrow Wednesday, April 7 to complete the job. After they left the job site, we discovered that some of the posts were set without any concrete.  At this point we decided that this ordeal was too frustrating to deal with anymore. On the following morning Wednesday, April 7 we called Brock Rowe and told him to come and get his tools and that we were going to complete the job ourselves. He agreed without any hesitation.



 



Let this be a warning to anyone planning to hire anyone to do any work:  Check out their credentials and also look for any history they may have with the Better Business Bureau.
