Drive Time did as they told you, they did an emissions test. In the state of Arizona there are two options for emissions, one or two years. I'm not completely sure what the requirements are to be able to do the two-year test, but it has to do with the age of the vehicle. I believe it is also more expensive to do the two-year test.
So, you may feel that they should have done a two-year test, but I would venture to guess that most dealerships only do a one-year. Also keep in mind that most dealerships either do the emissions tests at their service department or at an authorized site, not at the DMV.
As a former employee of The Duck I can assure you that the test WAS done to conform with Arizona law (IM-240 at that time) and that they did the testing at their repair facility on University Drive.
