Did you try to get it through the DMV? Apply for it as lost/stolen? Hopefully Transouth took themselves off as lienholder. I believe Citifinancial Auto bought Transouth. I don't think the auto finance companies hold onto the actual title. I think they order it from the DMV after the loan is paid and instruct the DMV to take them off as lienholder. Maybe the DMV messed up in not sending it to you.
