They are willing to reimburse you the $80 you piad them. That is ALL they are going to do, not that they have to. You should always have the same shop diagnose and repair. ALWAYS! You paid another shop to do the work. That shop simply did as you requested, so they will not refund your money either. You went to Pep Boys because they are CHEAP, no other reason. You even admit to the "CHEAPer" motivating your choice. Nobody goes to Pep Boys or WalMArt because they have good mechanics. You should have had the Toyota dealership do the work, or PAID the shop that did the work to diagnose the problem. Having both the diagnosis and the repair done at the same shop gives you the advantage if the repair is not correct. As it is, you are out the $275.65 you paid to the CHEAPer shop. I get people all the time, come in and insist the "repair" they want done, is what they need. 90% of the time, it just puts money in my pocket. I always recommend they pay me my $45 diagnostic fee to be sure what they really need, but few want to pay it. They went to AutoZone and got it diagnosed for FREE, so that must be a good diagnosis. That same 90% then complain to me because I didn't fix the problem that THEY didn't want to pay me to check. It's rediculous. Take this as a lesson learned, but only if you learned your lesson.

So let's make sure we get this correct. You say that because the Toyota dealer misdiagnosed your problem, you should get the diagnosis charge refunded. That seems fair enough. Toyota was very considerate to do that for you based upon another shop's word. But now you expect Toyota to reimburse you for a repair that you had done elsewhere? Whether you needed it or not, your car has a new ignitor in it. There is no ripoff here. You took the car to the other shop and told them to replace the ignitor. You did not tell the other shop to diagnose the problem. If the Toyota dealer had replaced the ignitor and then refused to give you a refund when it didn't fix the problem, that would be a ripoff. If Toyota refunds you what you paid another shop to do, then you get a new ignitor for free right? You are just another person who gets the problem diagnosed, then goes elsewhere to get it cheaper. Toyota did not perform the work, therefore you have no case. The fact that they refunded the diagnosis was more than enough.
