I can not say what went on when you graduated in 1999 and the administration when this complaint was posted , however I can say the summer classes to advance or repeat are serious. My kids went to summer school 2015 and 2016 which is a 6 week program leading to the option to take the regents. My kids have been studying non stop and have not had a social life for 5 weeks so far. I don't like this but there is nothing to do but continue the course.
My point is they do teach the subjects throughly ( in my case, 9th grade math and 10th grade science). I know how tough the classes are because I am hands on and check all their hw, notes and help them study for the tests. The school do not change grades. They run a tight ship. The tests, midterm and finals are tough and they do not teach just to pass the regents. One must be dedicated to study each topic. My kids spend 4-5 hours on hw and studies everynight in order to prepare for tests that is adminstered nearly every 2 days. In one perticular week my son had 4 tests on 4 different topics. He is exhausted. If there is a test on Monday, they have to stay in and study the entire weekend. Taking a summer class there in the summer is like an academic boot camp so the teachers will go over every topic...in each subject... in depth on an extremely fast pace. The grades are truly earned and the students must be dedicated.
