Over the past 2 years we have always had a problem with not receiving invoices from NTTA.  Two times last year we received a bill from them that was titled 'First Notice of Nonpayment' and it had a $10 charge added to our toll charges (which were only about $2-$6 both times).  We went ahead and paid the $10 fee because we thought there was a chance we had missed the invoice and had mistaken it as junk mail.

We travelled to Dallas 5 times this year (we live in Lubbock) and after our first trip, we have been watching the mail very carefully for the invoices since the previous two we thought we had missed.  I tried logging onto their website and paying without the invoice but I was unable to because you have to enter the Account ID or the Invoice ID, which is only located on the invoice, how convenient.  

Well we finally received our first communication from NTTA today and this is what was on it:

First two trips from March & May: (in the 'third notice of nonpayment' status and sent to collections already)

Tolls  $5.36

Fees  $64.00 ($10+$25+$29 collection fee)

Next two trips between May & June: (in the 'second notice of nonpayment status)

Tolls  $12.85

Fees  $35.00 ($10+$25)

Last trip taken in September: (in the First Notice of Nonpayment status)

Tolls  $7.51

Fees  $10.00

So in Summary, the first piece of mail we received from NTTA all year, was a bill for $25.72 and $109 in fees when we should have received at least 5 or 6 invoices from them.  My wife called them and they only reversed the last $10 charged and wouldn't do anything else for us.  

I called back and talked to an agent named Christiney. She told me that they had sent out invoices on every occurence so I asked her to provide me with some sort of tracking information from the USPS that proved that the invoices were sent out.  After briefly talking to her 'supervisor', she informed me that they were unable to release that information to me.

I can understand that sometimes mail doesn't make it to it's destination, but there has to be at least 6 pieces of mail from them that we never received which leads me to believe that it was never sent since nobody else has ever had issues mailing us anything.  Something extremely shady is going on here and there seems to be nothing we can do about it.  NTTA isn't even a BBB accredited business so I couldn't file a complaint through them.

They told my wife that if she didn't pay the late fees then they would follow up with legal action and we wouldn't be able to register our car, which is a lie.  I read in the fine print that for this to occur you have to be a habitual offender with more than 100 unpaid tolls within a year.
