UKI Long Distance Service Scam

I received a bill from my local phone service provider that had charges from UKI for Long Distance service that I did not order. Furthermore, I have a block on my phone that does not allow long distance calls to be made. How did they get on my bill? I will not be paying this charge for what I never ordered.
