Yes, indeed. Check your contract. If you refused the damage waiver you have only yourself to blame. No rip off here. Just another case of " I messed up and am trying to blame someone else for my own stupidity ".

Last time I rented at Hertz, I believe their contract was pretty much the same as the other contracts in the industry. Pull out your contract and take a look at everyplace you initialed. If you initialed the box that says (in effect) "I refuse the collision damage waiver", then it was you who rejected additional insurance. If you didn't initial that box, you might have a case against them.
