An extremely sophisticated and criminally illegal financial scam is being operated under the names of Seed Capital and Fiberlinks.tk supposedly in Dublin Ireland. This is a scheme of identity theft of companies not individuals on an international scale so as to defraud persons into paying loan fees for nonexistent loans in an Internet Scheme of a type and scope not seen before

These companies work by finding legitimate companies which do not have a web site such as the real  Fiberlinks and Seed Capital. They then pose as those companies. The fake Fiberlinks goes so far as to have created a very complex Money Transmission Internet service web site www.fiberlinks.tk using the information of the real company

The fake Seed Capital then contacts people claiming to give secured business loans if the collateral is sufficient.  The loans are approved and conditioned upon the use of the fake Fiberlinks as the money transfer service.

The borrower who does due diligence will find that Fiberlinks is an existing company without complaint and will see the web site Fiberlinks.tk. Everything appears correct. The account is opened and the borrower creates his own access code to transfer the loan funds.  When it comes to time to transfer the proceeds is where the wire fraud comes into play in earnest. The fake Fiberlinks states that the code was entered twice incorrectly and the account is barred until additional funds are uploaded to release the bar. At first 2500 pounds is requested of which 250 pounds is to be the administrative fee and the rest is to be returned once the account was unbarred. If objection is made to the high fee then it is reduced with an  option to either upload of $2000 dollars on the fake Fiberlinks web site or make a direct  payment of $1000  directly deposited into a personal account of a O.Olivera,  in a Bank of America account.  If the $1000 is deposited then the fake Fiberlinks demands yet another $1000 to unbar the account and whether paid or not Fiberlinks.tk stops all communication with the client.

A complaint was filed with the Central Bank of Ireland which regulates Money Transmission Services and fund  that both Seed Capital and Fiberlinks have had their identities stolen to defraud persons in this schem 

Below are the emails from the Central Bank of Ireland proving the fraudulent activities As the Fiberlink.tk web site is in the Netherlands, shutting it down is difficult for Ireland  The persons involved  in the transaction representing  the fake Seed Capital and Fiberlinks.tk  have used the names  Thomas Shrinkwin SEED CAPITAL INVESTMENT MANAGEMENT LIMITED <[email protected]> and

 Jim Winstone <[email protected]

I refer to your email below and to a further email received from you this morning regarding a firm called Fiberlinks Limited.

Please be advised that based on the content of the website www.fiberlinks.tk and the information you provided in your email, the services provided to you by this entity, which calls itself Fiberlinks Limited, would require an authorisation from the Central Bank of Ireland. Firms that provide payment services/money transmission services require an appropriate authorisation from the Central Bank and should such firms operate in the absence of an appropriate authorisation, they are committing a criminal offence by doing so. The entity that you have dealt with that calls itself Fiberlinks Limited holds no authorisation or licence from the Central Bank and in this instance I believe you may have been the victim of a scam/fraud carried out by this entity.

There is a legitimate company in Ireland called Fiberlinks Limited which is registered with the Irish Companies Registration Office. The unauthorised Fiberlinks entity appears to have cloned this legitimate firm’s details in order to add some legitimacy to its operation. However, there would appear to be absolutely no connection between the unauthorised firm that you dealt with and the genuine Fiberlinks Limited entity that is a legitimately registered company in Ireland.

Thank you for your email below with further information.

It appears from the documents you have provided that you have been the victim of what is known as an “advance fee fraud” scam which is very unfortunate but very common. You advise in your email below that “the loan of $50,000 was to come from Seed Capital”. As you may be aware, there is a company registered in Ireland called “Seed Capital Investment Management Limited” however this company would appear to have no connection to the “Seed Capital” entity you dealt with.

Persons dealing with any company should be sure of the bone fides of that outfit. Details such as the use of a “gmail.com” email account instead of an email account with the name of the firm or acronym of the firm’s name should raise concerns (I see it was a gmail.com email address on the documentation you received from Seed Capital). In addition, prior to dealing with any financial services firm, checks should be made with the regulatory authority in the jurisdiction where that firm purports to be based so as to ascertain the regulatory status, if any, of the firm (although not all firms that provide financial services require an authorisation from the Central Bank) and other background checks should be carried out in order to satisfy oneself as to the firm’s credentials.

As you may appreciate, the perpetrators of such scams are not necessarily located in the jurisdiction they purport to be based in, they can set up a website from any part of the world (website creation can be free), telephone lines can be rented from any part of the world and they will usually not correspond using their real identities. As such, the perpetrators of such scams are not easily identified and that is why due caution should be exercised when dealing with the handing over of sums of money or personal details to firms.

As advised in my previous email to you, the Central Bank of Ireland is investigating this matter and thank you again for the information you have provided.
