That was one of the first "ironic" things I noticed when I first got to L.A.

I had thought California was a "green" state, and things like traffic and gridlock are not a help to the environment, since a vehicle just sitting in traffic, but running, is a waste on so many levels.

Now what I also noticed is that so many busy intersections do not have a left turn signal. Oh, they have a designated left turn lane, but no arrow to signal when it is safe to turn. So basically, the only way to make a left if the intersection is busy, is to run a red light, or ,option 2, never make a left.

I also notice the traffic lights are not programmed to keep traffic moving. In NYC (Manhattan) for example, the lights are timed so that if you are going up or downtown, that you can get a decent run, even when it is fairly busy, and not have to stop at every single intersection. Not so in L.A. Like everything else, it seems arbitrary, haphazard, and to have no planning.

Sorry for the rant, but the OP did ask what grid lock was. In a nutshell, what gridlock is...is an example of what I posted above, and how L.A. either does not care, or can not figure out a few measures that could not only cut down on traffic and grid lock, but save us all time and gas, and be better for the environment. We wouldn't want any of that now, would we? (sarcastic)

An anti-gridlock zone is a designated space within a high traffic area (during rush hour). Parking in these areas results in an enhanced fine. In your area I believe that the fine is doubled for stopping in these zones. In other words, you would have still received a fine but because of that area's designation, the fine was increased.

If you plan to contest the ticket your best shot will be if the officer doesn't show up.

I live not too far from you, and I used to live walking distance from where you got that ticket, I know the area well.

I have been herein Los Angeles about a year and a half. I lived in South Florida before moving here for 15 years, and never received a single parking ticket. I have received 4 since I have been here. 2 were from not moving my car in time in the morning, 10 minutes late, but my fault. One was an expired meter, my fault again but I wish they gave more time. The meters usually just take your money here and after a few quarters the words "FAIL" come up. At least they admit it..FAIL, the whole state is a FAIL, and the city of LA seems to of had no planning whatsoever, it looks like people just got here, started building, and never planned for anything, which is a big part of the problem.

As a defense, I now always make sure to have paper, tape and a pen in the car so I can tape a note to the meter explaining if they look in the coin slot, they will see my quarter stuck in there, and maybe cut me a little slack. It's a mess.

I am really careful now with parking, but the last ticket I got was for a no stopping. The sign was twisted, hidden behind a low hanging tree branch, and not visible from where you turn onto the street. It is also at least 5 spots behind of where I got the ticket. I took pictures and was going to contest it but I figured why bother, there is no way they will care that it was not fully my fault, the city and state are desperate for money, they have taxed and spent it into the poorhouse.

Sorry about your financial situation but yes...you are going to have to pay it. They may let you make arrangements but make sure you contact them well before the due date, best of luck and glad your grandson is okay.

If by some miracle you can fight this ticket, please report back and let us know how you did it. The city and state are well aware of the economic disaster we are all feeling, and that the unemployment rate is insane. Did you ever check the local employment publications? Nothing but ads for school, it's the worlds thinnest publication. I am fortunate but many I know, even those that have recently graduated college, are jobless with no prospects on the horizon. Even so, they will not cut us a bit of slack, I guess they want the homeless rate to go up also?
