sold customer auto parts in august 2001, 4months later he reversed charges on his credit card and debited my paypal acct. paypal will not help me get my money back, any suggestions?

If a payment is reversed it must have been a buyer chargeback

If your payment was reversed it must have been a chargeback. You have got to remember that even though PayPal tries protecting the seller they still have to adhere to credit card regulations and if the customer does a chargeback with their credit card company PayPal has to accept that. If this is not acceptable you do not have to accept credit card payments.
