I received an order for data and delivered Todd Coombs almost 20,000 email addresses of restaurants and he promised to pay me upon delivery.
This was over two months ago and he has been reminded to pay, through PayPal, every day. He will not return emails or phone calls and his avoidance is theft by deception.
