Walmart Visa gift cards are a scam. The Walmart cash registers REJECT the card unless the total transaction amount is less than or equal to the amount remaining on the card. The cash registers will not allow you to add / enter another form of payment to complete the transaction.
For example, if you use a $25 gift card once, leaving a balance of $5.79, you cannot use the card at all again unless the store cash register transaction is less than or equal to $5.79. To use the remaining balance, you have to go through the time-consuming hassle of shopping and completing separate small transactions for items you don't want in order to lower the balance as close to zero as you can get.
I called the customer service line, and after being hung up on several times, they confirmed this rip-off.

You gave a problem, and were given a solution. It may be inconvienent in your mind, but it is a soltuon.
But I am wondering with your very odd description of trying to get the exact change are you talking about trying to use these at the Self-Service Check-Out? Have you tried to go to a register with an actual clerk, told them to charge the card for the remaining balance? If they still won't do it I know many stores that are able to, and if this is a "VISA" Gift Card it is accepted at more stores than just Walmart.
I would also wonder how you got the Gift Cards, as the buyer must pay to get these type of Gift Cards. So to use a Gift Card for payment someone already paid a pretty penny. Whoever is giving you these cards may be better off just giving cash, not only do they save money but you aren't met with any of these inconvieniences.

Seriously? Paying first with cash is not at all realistic or practical. It would require me to get out my cell phone, then load the calculator application, then calculate the exact amount of cash needed, then check my wallet to find the exact amount of cash, and if I don't have the exact amount of cash, try to find an attendant to bring me change for some bills so that I then have the correct amount of cash, all the while stalling and angering everybody waiting in line behind me.
Besides all that, I usually pay the balance with a debit or credit card, especially if I have other items in my cart. Using a debit or credit card to pay off an exact amount first before using the gift card is not even possible. The check out registers do not allow customers to enter a specific amount to be put on the debit or credit card. The cash registers automatically apply the total balance to the debit or credit card.
