I am a lifelong resident of Philadelphia. Like the rest of the dwindling population of this dying city, I pay a wage tax of almost 4.5%, which is pilfered from every paycheck I receive. Unfortunately, I do not get much in return.

I live near a playground in Philadelphia. Every fall, the leaves are not cleaned up and they litter the neighborhood well into February. The employee who is in charge of the maintenance of the playground rarely does anything to keep the grounds clean. To accuse him of being lazy would be a spectacular understatement.

Victor N. Richard III is the Commissioner of the Department of Recreation. Every year, I beg him to have a crew come out to clean up the playground, and every year he waits till the last minute. This year, he has not returned any of my phone calls or email - this is unacceptable.

It is a disgrace how Philadelphia is run, and people like Victor N. Richard III are the problem.

Kids playing basketball at night, or drug dealers dealing in the park at night? or even a mugger or rapist waiting in the dark for an unsuspecting person to pass???

In their infinite wisdom, the Philadelphia Department of Recreation has placed vandal lights in the basketball court at Chalfont Playground. Because of this, teenager are playing basketball till the wee hours of the morning. This cause the neighbors to call 911 and waste police manpower to disperse the teenagers. I think that Victor N. Richard III should consider turning them off.
