I sent a package through UPS to Malaysia since 05/05/2013 and today is 07/22/2013 my package is yet to be delivered. Have called UPS more than 50times. they keep telling me the same story we are going to call you back Or your package will be delievered today. My package as spent close to 1months and 1week with UPS and they have failed to delivered it. I just thought it. I even called the c/care to so many times to return my package back to me. But they refused.

Customs informed the shipper, UPS in this case, that the contents were determined to include a hazardous material.
"A hazardous material irregularity has occurred with the shipment. UPS will contact the shipper with further information."
The delay occurred in Hong Kong while exchanging hands between the carrier and customs. Contents of the package were more than likely inspected at least once in customs. UPS can only do what the country of destination tells them to do. It wouldn't be any different with any other carrier. The package can not be released or returned without the permission of the country that has it in their possession. Some countries, like problematic China, 'own' the package until a duty fee is paid to release it.
As far as this hazardous material concern, was there any containers in the package containing liquids that could have broken or leaked making the box wet? Do you know what that is? Was it declared on the documentation when it was sent? I'm guessing it wasn't, as the shipper looks at the declaration forms before it leaves the local hub in the states.

Your tracking # doesn not have the corret # of digits. Without that #, people nmay assume it went USPS. If it was a UPS or FedEx shipment, it would have been abandoned by now due to customs requirements being left incomplete. That would include refusal to pay for the return shipment, as is required by all carriers.
Carriers don't simply say, "Your package will be deivered today." over and over when import/delivery protocol for that country has not been satisfied. Carriers don't cause the delays, incomplete data and customs do.
So what is the 16 character UPS #?
