I had a student loan that went into default. While researching, I discovered the loan had been transferred to several agencies. Most recently, the agency was ECMC. I received a notice prior to wage garnishment letter from ECMC, providing an outline of the steps necessary to request a hearing and what evidence to provide. I put together evidence demonstrating how a garnishment would create a financial hardship and submitted it in the proper time frame. Before the 30 day period was up, and while awaiting word of a hearing, I received a wage garnishment order by way of my employer.

The company listed on the letter was Allied Interstate LLC. Shortly thereafter, I received a letter from Thomas C. Cox of "Cox Consulting." Cox used the letter to let me know that he determined that a wage garnishment would not create a financial hardship for me. He left me with only one option: To file a suit in federal court. He indicated that his decision was final. I researched Cox Consulting and determined that, as it appears, it is not really a large firm. It appears to be just Thomas C. Cox. However, I wondered why I couldn't find an actual physical address for a consulting firm handling governmental student loans.

However, I wondered why I couldn't find an actual physical address for a consulting firm handling governmental student loans. Well, I soon found out why. It appears that he is simply moonlighting as a consultant. According to his LinkedIn page, he is actually employed at Harvard Collection Services in Chicago. So, as an employee of Harvard Collection Services, he calls the shots for Allied Interstate LLC, ECMC, and moonlights as a consultant? 

And it is obvious that he has some sort of relationship with these firms, and therefore, automatically decides cases in their favor. It would seem to me that legally, we are entitled to a fair hearing. Unfortunately, it also appears that Mr. Cox earns extra side money by denying legal hearings. This is absolutely wrong, illegal, and shady.
