If you don't like Target's business practices......SHOP ELSEWHERE and stop whining.
BTW, what, exactly, are the "environmental issues" in this little rant?
What are the stores "false reports?"
AND....what is the "racial motivation" in this?
No question on this one....there are NO LEGAL ISSUES INVOLVED!...period.
You really should return your "law degree" to the store where you purchased it and demand your money back.

that no store is required to accept any sort of manufacturer's coupons don't you? Target can accept your coupons or decline to accept them at their discretion. Why do you think the coupons say "at participating retailers"
as for the coupon printing machines, again, they are not required by any sort of law to have the machines working and printing any sort of extra coupons for you. I'm not sure why you would want law enforcement involved, there are no laws being broken.
