Governor Jane Hull led the State into some financial problems and now she found a new way how to get some extra money into the states pocket:

Since 1/1/2002 the state introduced a "hidden sales tax" for private car sales and marketed it as a benefit to its citizens. The slogan was: the tags belong to you, get a refund for the registration when you sell your car.

What really happens is that the new buyer has to pay immediately for a new registration, no matter if it is still good for 1 or 2 years. The old owner can get a credit but he won't get his money back, unless the car he just sold was a luxury car.

Your good luck if the car you just sold was a Ferrari or a Rolls Royce, because in this case Mrs. Hull is going to be generous and give you a refund for your registration. The average car owner loses his money because there are no refunds if it is less than $ 350,- So probably Mrs. Hull and the other parties who voted for this new MVD regulation thought: let the mob with their old cars pay, we want our money back...

The credit which the State offers instead of a refund is useless because by the time when the registration of your new car expires and you would be able to use it, it is "expired".
