SounclickDesigns I PAID FOR A DESIGN THAT WAS NOT SENT

So I want to put this site here http://soundclickdesigns.com/ as a fraud site because I paid them $39 to get a website design and its been over 3 days as they claim of their turn around and over 1 day since I contacted them, and I have received no design or answers.
