Simon Phillip Cullen, Born in February 1972, is a fraudulent scam artist and confidence man. He is in the business of providing non-ferrous metal production, specialty metals such as laggings and jacketing as well as banding for industrial and commercial facilities. He will accept large orders requiring a wired down payment, balance of payment to be wired prior to delivery, and then he does not deliver. Sometimes he does, but when the profit is huge or the order large enough he will abscond with the money.
Cullen quoted numerous project for me to supply metal goods around the globe including the Kingdom of Saudi Arabia, Seuz, Egypt, and the Caribbean. Cullen accepted an order of mine under the name Band-N-Seal with the provisions that the material meet a specific delivery schedule. Our order was contingent upon meeting this schedule. I understand things happen to schedules. This happens frequently in business. Cullen accepted the order knowing he would miss schedule by months. He would not return calls or emails. Basically vanished. Then, much to my surprise, we were notified that the material shipped. The order arrived incomplete and I had to procure the balance elsewhere as Cullen would not accept financial responsibility for the incomplete order. He verbally indicated he did not ship the order complete but would not ship the balance. When I requested he refund the money for the short fall, he claimed he would. I sent banking details but nothing was ever received. I have tried to contact him numerous times and he has disappeared. I see he has since dissolved Band- N - Seal and has opened several other new companies including Atlas Stainless Limited, Sinox Stainless Banding Limited, and Sinox Stainless Limited.
My understanding is that Cullen and his wife, Elaine Patricia Cullen work together duplicitously. He has opened over fifteen (15) companies since 2010. At least three are currently active. Once he gets caught in a scam, he dissolves the company and often moves to a new location.

I am very sad to see this report advertised on your website and can only apologise to the anonomous person who has felt the need to file this report. I have always been contactable by email at [email protected] and I am happy to hear from you to try and rectify any issue you may have?. I reside at the same address and have done for the last 9 years so likewise I am somewhat confused as to why you feel i have obsconded. I am also trading my other businesses which have websites and both email and telephone contact numbers so lost to understand your comments about not being able to contact me when you clearly know how how to contact me as you make reference to my other companies.
I am happy to help and have been very unwell for a long period of time suffering from PTSD, anxiety and depression and are now just starting to get back on my feet follwing the unfortunate closure of my company.
I would ask that reference to my wife be removed straight away along with the comments about fraud and scam as this is not true in anyway as your materials were delivered and accepted upon presentation of the shipping documents received by you.
Also can we ask why you are filing a report in April 2016 as I am trying to get back on my feet in an industry sector that we both clearly trade in for a transaction (that if we are correct) was dated 17th November 2014?
