Well, you could always get a "qualifying" package. As I recall the real deal package is around 14.95 with a code next to it on the bill of ESYBQ. If that's the case, I'd forget the "qualifying discount." The phone plan would go up by around $25 to get these "qualifying discounts"
That's strange if the Qwest rep said Comcast uses Qwest lines. Qwest carries DSL internet and Comcast carries cable. Both of which are completely different technology platforms. He is right that 12MBPS isn't really 12MBPS with Comcast as cable internet shares bandwith with neighboring networks and DSL has a dedicated connection, so your more likely to get close to the speed offered with Qwest DSL. There are several factors that make cable and DSL equally unreliable compared to the advertised speed though. DSL loses speed depending on how far you are located from central office and the remote DSL terminal.
The agreement typically means your price wont change. Doesn't sound like it changed, but it just sounds like there isn't all the discounts advertised to some customers on the internet, but they weren't there when you signed up either. Qwest can't add discounts to a contract later on or they'd be breaking the contract and can get fined heavily by the PUC. Talking to the right person may land you a 1-3 promo deal though.
In the end, it sounds like you have a better deal than any new discount though. Qwest does do a pretty good job at being one of the only carriers where you can actually have a better rate as a long time customer than new customers with "teaser offers."
