Complaint Review: Philadelphia Police - Philadelphia Pennsylvania

P/O Lochner stated he was in patrol in route to 600 E Eaie ave to pick up supplies for the 15th Dist. While driving south on Frankford ave, P/O Lochner observed numberous illegally parked autos on the east side of Frankford ave, between Pratt and Granite. P/O Lochner made a u-turn and stopped in the back of the first car north of Granite street. P/O Lochner stated that he stopped about three feet from the curb on the east side of Frankford ave. (Wrong..it was the last car on the east side and north side of Granite. Lochner made the u-turn on Granite street, Not on Frankford ave. I was infront of 1517 and Lochners u-turn) P/O Lochner stated that he did see PM on Frankford ave, crossing Granite street, but Lochner never came with in thirty feet of PM. P/O Lochner exited his RPC and issued TVR's on two autos before the other illegally parked cars moved. (He was yelling and carrying on with the last cars owner that was inside his car! This was his normal personality of abusing elderly men and females) The investigation of this aspect of Ms M. allegation uncovered numerous discrepancies..(Yes I uncovered IAD discrepancies!!) Again, there were no witnesses to this incident, despite the incident having occurred at 11:45am on Frankford ave. (I never looked for witnesses I just hurried into a store! Scared to death! When I was infront of 1517 it had a damaged bumper..which was replaced in a few weeks after I called IAD to report this action..I called 911 and they sent a supervisor out to my house..the Sgt stated he would take care of the matter, and that Lochner just was trying to scare you into dropping the Complaint..There doesn't seem to be any DC#'s that I know of.) The assigned went to this intersection, at the same time as the alleged incident and observed a constant flow of people, between 50-75 persons walking on Frankford ave at Granite st. (IAD went to the site on a Food Stamp and Cash day..not on a off day of straight cash..like the above date! People are in fear to speak up to a cop and report) In addition, Ms M stated that she was two feet from the curb and P/O Lochner jumped onto the curb, to stop his RPC one foot from Mrs PM. Had P/O Lochner stopped his patrol car one foot from Mrs.M. as she claims, the RPC would not have jumped the curb because of the distance from the front bumper of the RPC to the tires, is about three feet. (What? I think they measured the wrong side of the cop car and wrong curb!) Therefore, if the vehicle did jump the curb and Mrs.M was standing two feet from the curb, she would have been struck by the RPC. This did not happen. (twisted lies by IAD) During her interview, Ms. M produced six photos of P/O Lochner. These photos showed Lochner at various times, performing activities on his beat. These photos were taken from a elevated position and one taken from the ground level. (Of a car witout a tag that a fire truck could not make the turn to go back to the fire house..yet Lochner was too busy chatting to write a ticket and call tow!) Mrs M. pointed out an officer as being P/O Lochner. The distance from which these photos were taken prohibits positively identifying the officer as Lochner. (But a search on parking tickets 100's a day for 8 hours five days a week for months on end will prove it to be Lochner) The fact that she produced these photos would indicate that Ms.M is, in fact, following P/O Lochner. (I was in my house and took pictures from the window, to prove Lochner was always near by. I was told to take these pictures from a 15th Sgt.) In addition, all civilians interviewed stated that they had observed Ms. M. following P/O Lochner. (I was going to the store pushing my baby grandson in his coach! I would go to work and get the bus at 5200 Frankford..The decribed the WRONG woman! If they were in work and working why are they hanging out the door and watching Lochner??) Ms. M states that she fear P/O Lochner. However, based on information gathered during this investigation, it appears that, despite her alleged fear, Ms. M. attempts to come into contact with Lochneron numerous occasions. For this reason, it is difficult to believe that Ms.M is in fear of P/O Lochner. In addition, Ms M admits that P/O Lochner has never threatened or physically abused her or used profane language towards her. (I was NOT to report the rape or any threats/injury suffered in the year 1995. I was told not to include 10-18 in my statement til the end. And Lochner would curse about other people to my face.) P/o Lochner is assigned to the foor beat #3 which covers Frankford ave from Cheltenham to Foulkrod St. During the course of patroling his beat, he has come to know the many merchants and people who work and do business on Frankford ave. One of the persons he has met, while patrolling his beat was PM. When P/O Lochner noticed Mrs.M. getting too friendly towards him, he started to avoid her. Mrs M. resented the avoidance by P/O Lochner finally led Mrs.M to file a complaint against Officer Lochner charging him with harassment. There is no foundation to this complaint. P/O Lochner's F.O.P. lawyer has advised him to file a criminal harassment complaint against Mrs. PM. It is recommended that a copy of this report be forwarded to the Commanding Officer, 15th Police District for his review and information. (signed) JOHN J. D/C Norris changed the case number (10-23-97) to 97-2031 which is a investigation that is a miscellaneous internal investigation and is not available for my review. On or about 10-22-97 the Philadelphia Police Advisory Commission Director dropped the case since they were in Error and DO NOT take cases of police abuse! On or about Monday 10-21-97 Officer Lochner won "Cop Of The Week' Phila Daily News and NBC10 from a letter from a hooker in jail, thanking "George" for arresting her and turning her life around. The letter is a fake and forged by Police witness Cindy Urban..there is a match on the signature.

ANALYSIS Ms. PM alleges that on numerous occasions for 1-12-96 ro 10-18-96, P/O Lochner has harassed her and her children, while he walked his foot beat on Frankford ave. Each alleged act of harassment will be addressed separately. Ms.PM alleges that on 1-12-96, she was accosted by a black male on the highway, at 1500 Pratt st. Ms M believed that this male tried to push her towards a auto parked nearby. Ms M then went home and did not report the incident to the police. (NOTE my orginal statement..I ran into a store after a male tried to push me into a auto with a open door. This after I exited a check cashing store. I went home and call the 15th dist and asked if there were any reports for attempted kibnapping or strong arm robbery involving 5 b/m in a silver auto. The officer on the phone said no..so there was nothing to report. The male went to P/O Lochner's witness (girlfriend) after pushing me and was talking with her..she had long brown hair,fair skin,short and small in frame) The next day, Ms M saw P/O Lochner on his beat and asked him where he was the day before. She did not mention anything about the incident that transpired on the previous day. (P/O may have been in Black Out since he called me by his wifes name and couldn't remember my first name). A few days later, she again saw Lochner on his beat and asked him about the incident where the black male pushed her, P/O Lochner resoinded that he did not know what she was talking about. (He was Laughing Out Loud!!) Since P/O Lochner knew nothing about the incident, he answered truthfully by saying he didn't know what she was talking about. Ms M contends that because of this, she received a lack of service from Lochner. (Recorded Lack of Service for my daughter 10-98 at her apartment when the father of her children was beating her with a phone and choking her with the cord. Three calls to 911 no service and one call was from the owner of the building after the Father busted a wall with his fist. Bell employees stated no police arrived at the apartment. 911 supervisor's reinstated calls to my house and my daughters apartment.) This does not constitute lack of service. Ms M admits that she did not tell P/O Lochner any details of the incident and that she never reported the incident to police. (I NEVER STATED THIS! Falsehoods by IAD Perkis and P/O Lochner!) Ms. M then stated that on 2-23-96, she went into hild's real estate office to look for apartment listings. There were two sets of doors on the office. The first one she had to be buzzed in by the officer manager, Mrs Ryan. Once inside the officer the officer manager yelled at her. Ms. M alleges that she was yelled at because P/O Lochner was also in the office. She believes that P/O Lochner mihgt have said something to the officer manager causing her to yell at PM. (This twisted up statement is word for word from my orginal IAD report..I know that the manager was a member of the 15th dist. board of advisory) The mere fact that P/O Lochner was inside Hild's Real Estate office, at the time Ms. M was allegedly yelled at by a civilian, dows not constitute any form of harassment by Lochner. (Then why was he laughing out loud??) P/O Lochner stated that he did not say anything to Mrs Ryan in reference to Ms M. In addition, Mrs Ryan stated that P/O Lochner did not say anything to her concerning Ms.M. (She would NOT agree to taking a lie detector test as with P/O Lochner) There is no merit to this allegation. On one occasion, Ms M stated she observed P/O Lochner get into a auto with an unknown female. There was no mention of the date or time, or whether P/O Lochner was on duty or off duty. (It was 5pm she was the wife of a Russian shop owner on the ave. She spoke poor English..I tried to tell her not to get into his personal van parked in Thriftway Food lot. I don't think she understood..Lochner yelled "ordered" at her to get into his van) This observation by Ms.M without any specific facts of any misbehavior on the part of P/O Lochner, can not be substanteated at this time. On another occasion, during the summer of 1996, Ms M. entered the Payless in response to a "help wanted" sign in the window. Ms.M asked Barbara Morehead, the assistant manager, for an application. Mrs.M contends that she was refused an application unti she read the labor laws to Mrs. Morehead. Mrs. Morehead denies she refused to give PM an application. However, Mrs M also contends that the initial refusal was because P/O Lochner was influencing the employees to not provide PM with an application. This is an assumption on the part of Ms M. and corroborated by any evidence or witnesses. (IAD wouldn't take statements from my witnesses and familiy!!) Ms M. also states in her complaint that she fears P/O Lochner. Ms PM base this fear on the way P/O Lochner looks at her when they meet in the stores in Lochner's beat. (Learing stares of anger) Again, this aspect of Ms.M complaint is not corroborated by any evidence or witnesses. (Again IAD Would NOT take statements from my witnesses and family..I was Never alone on the ave always with children or grand baby, female adult neighbor friend). In addition, a mere look from a police officer in uniform does not give the average person the feeling of fear. (I was in fear from the cop that raped me in uniform Lochner! He was the one pulling a gun out on a city street and counting the bullets,,,then taking a handful of silver bullets out of his pockets and counting them! IAD didn't want to hear it) Ms M stated that on 10-28-96 (WRONG DATE!!!) at 11:45am, Mrs M was going to pay a bill on Frankford ave. Ms M was two feet from the curb on the North east corner of Frankford ave and Granite st. P/O Lochner jumped the curb with the vehicle and stopped the auto one foot from her.

Police witness: Larry Healy, 48/WM assistant manager, Thriftway Food market, 5747 Frankford ave. was interviewed on 10-1-96, by Lt William Perkis #225 IAD In summary, Mr Hearly stated that as the assistant manager of the Thriftway market, he has a officer near the door that he can over look the store, seeing, who enters and leaves the store. On a daily basis, P/O Lochner would come into the office to make a store check. (Lochner would sit down in the office and talk and eat free food for hours) On at least two occasions, in summer 1996, when P/O Lochner was in the store, Mr. Healy observed a female looking through the store window at Lochner who was in this office. (I was either reading the store ads were hung on the windows or looking for my elderly Mother how needed assistance with carrying packages! I don't have that good eyesite, to see people sitting down behind a wall! Thritway would not release the VRS tape from their camerass nor would the manager take a lie detector test.) Mr Healy has also observed this female following P/O Lochner after P/O Lochner would leave the store to resume his beat. (I was shopping and going home..like I was order by his Sgt "Just Go to the Store and go Home..don't stop and talk to anyone"! Police witnesses decribed a Irish woman with fair skin and wearing lip stick that had a small frame long dark hair. That does NOT match my MO! And can prove with picture from 1996. I spent atleast $500 a month in cash with purchases from Thriftway a supermarket two blocks from my house!) Mr Healy stated that he does not know the female by name, but she comes into the store on a daily basis. Mr Healy does not know the name of the female but the description of the female which he provided matches Ms M. In response to a question, Mr Healy stated P/O Lochner enforces illegal parking in the Thriftway parking lot when he observes violations. (Yet he couldn't pick up a fallen elderly woman on Thriftways sidewalk that was iced covered!) (And he didn't want to responde to 911 radio calls for assist to medic's at Thriftway because he had 10 min left on duty.) P/O Rafael Maldonado #7194, 15th dist. was interviewed by Lt. William Perkis IAD In summary, P.O Maldonado stated that on 10-28-96 he was working the 8X4 tour of duty, assigned to RPC #157. At 8:45am, P/O was backing up P/O Olgesby on a car stop at 1700 Bridge st, when he was approached by a female with two children. The female said to P/O Maldonado, "What are you doing, following me like that, like the other officers in the 15th district?" P/O Maldonado told her that he did not know what she was talking about. The female stated that had a scanner and was going to report him to the captain. The female then walked away. (I have a signed statement from a witness that we were in Smedley school yard at 8:45am and that I had my infant grandson with me. Cindy Urban (Lochner's witness) was the one threatening and yelling at me inside the school yard. She stated the police are following me and are going to arrest me. My friend and myself found a female officer 1518 and we told her what happened she advised to call IAD and the 15th dist capt. P/O Maldonado was the officer that was driving away from the 1700 Bl Bridge at 9:10am. Malodonado was the officer that responded to set fires and break ins at my witnesses house..we both don't know each other and I NEVER slurred the police with the N word as Lt Perkis claimed. The scanner I had was broken and can not be repaired in 1996, it was a Cobra and there is no parts to replace it..and I have a dated service order for it that proves I didn't have a scanner! TO DATE there has been harassment via phone, harassment, threats via internet and my daughter and her boyfriend were search by Police Drug officer is a misinformed sting operation with False information of drugs by the Police witness informant Cindy!

P/O George Lochner #3226, 15th dist 5 platoon was interviewed on 12-13-96, by Lt. William Perkis #225, Internal Affairs (Note..the CAP was filed by myself 9-1996, witnesses for police were intervied 10-1-96 one this date the neigorhood was in a lock down since there was a double murder on 1700 Bridge at Smedley school..so how could IAD be at 1600 Bridge and 5200 Frankford interviewing witnesses for P/O George Lochner?) In summary, P/O Lochner was told of a complaint against him, alleging that he harassed P.M and her children whil he patrols his beat. P/O Lochner stated that he is assigned to beat #3 which covers Frankford ave, from Cheltenhan to Faoulrod st. (It did Not cover 6100 Frankford BurgerKing I worked at, nor did it cover 1600 Bridge st where I lived..why was George Lochner parked outside my house many times and responding to calls at my neighbors and witnesses homes?? I was told by his Sgt he can do whatever he wants to do!) P/O Lochner described his duties as the handling of police matters by respnding to compalints from civilians and police radio, parking enforcement (8hr tour in the rear of Payless writing 100+ tickets of auto's that the owner didn't have a purchased receipt from payless shoe store.)banks, and businesses on his foot beat. (some business he would not go into like McD's) P/O Lochner stated he works the 10am to 6 pm day work tour and during the day, he checks all the stores on his beat. (So that makes George Lochner ON_DUTY and raping me back at his home on 600 Adams ave when he should have been doing his job!) P/O Lochner further stated that he met PM while on his beat in 1995. (He came to my house on the 1600 Bridge he was Off his beat May 1995 and he was seen talking to my neighbor (police witnesses) prior to meeting me!) Ms PM used to speak to him on a daily basis. Ms PM would talk to P/O Lochner about her personal problems. (Lochner would talk to me about his x-wife and how she ruined his life and how he was going to take the kids off of her like he took the house. Lochner told me who filed a complaint against him and would point to the mostly old men and harass them. Lochner would lie about my children and my husband telling me they are hanging on Frankford ave and that my husband was cheating on me..I told Lochner about the past threats and harassment of dead killed pet cats by my neighbors, he stated he could resolve the matter in court.) On 1-28, PM went up to P/O Lochner, on his beat and started screaming at him, "Why don't you talk to me? P/O Lochner told Ms.PM to leave him along because he had a job to do. (I told him to Stop Trashing me to his friends and to stop following me into the stores..he would yell at me for spending too much of my husbands money and for buying cans of soda and not 2 Lt bottles of store brands from Thriftway Holiday Food Market!!) P/O Lochner further stated that, since then, when he encounters Ms. PM in stores he checks, he ignores Mrs. M. P/O Lochner checks stores on his beat Ms. M shows up in the store and she seldom buys anything. (I have saved store and bank receipts showing at least $15 of purchases at Thriftway food market. I never shopped at Payless or the Hild real estate in the first place.) P/O Lochner also stated that he is friendly with the store owners and their employees on his beat. P/O Lochner further stated that he tries to advoid PM while patrolling his beat, because he feels she is stalking him. P/O Lochner also stated that PM was trying to make trouble for him, because he stopped speaking to Mrs. M when he sees her. (I stopped talking to him and I was the one walking blocks out of my way down bad streets to advoid him). P/O Lochner even stated he will cross the street if he sees her coming towards him. (He would cross the street if he was alone and without his female friends, or he would bump into me as he crossed the street. If he had a friend with him he would point me out to his friend.) In summary, P/O Lochner was told of the allegations Mrs PM made against him; one being that P/O Lochner failed to render police service to her on one occasion. P/O Lochner was also advised of the allegation that on 10-18-96 at 11:50, he almost struck PM with his RPC at Granite and Frankford ave. P/O Lochner denied the allegation, stating that he never refused to render police service to anyone, while on or off duty! (He was the officer that Unfounded my daughters calls for help from 911 in Oct.1998. There was a woman pushed into a car at Pratt and Frankford months after my complaint. She was kidnapped robbed and raped and dumped miles away and hours later hurt.) P/O Lochner responded that he was given a patrol car to drive to 600 East Erie to pick up supplies. While driving south on Frankford ave in the 5200 Block, P/O Lochner observed numerous illegally parked autos on the east side of Frankford north of Granite street. P/O Lochner made a u-turn and stopped beside the first car, north of Granite street. P/O Lochner exited his vehicle and proceeded to issue parking tickets. P/O Lochner admitted that he did observe PM on this occasion. but he never came within thirty feet of her. After issuing the parking TVR's P/O Lochner went to 600 E.Eaie ave, to pick up supplies for the 15th dist. (Lochner made his U-Turn within inches of me! I frozed in the street 2ft from the south curb, he stopped and his face was beet red with anger..this would be the same day IAD informed him of the CAP issued on him. Lochner pulled away fast and yelled and screamed at a man sitting in a old gold car. At Corestates 5100 Frankford there were many police responding to a job at the bank, but Lochner didn't respond he wrote the man many tickets) P/O Lochner further stated that it was not until later that day, that he learned of Mrs. M complaint avout the manner in which Lochner drove his auto and made a turn, which Mrs. M claims that the RPC came within a foot of her! During the time Mrs.M was being interviewed inside 323 Race st on 10-22-96 she provided the assigned with six color photos she took from various location of Officer Lochner preeforming his duties. Five of the photos were taken from a elevated location, such as a upper floor of a building. Mrs M stated these pictures were taken of Officer Lochner issuing tickets in the Payless parking lot. (I had the pictures forcible removed from me from Lt Perkis. He was yelling at me for taking pictures of a police officer on-duty. IAD Lt Perkis told me it was against the law and he would press charges. The pictures showed a female dressed in a red tank top,talking to Lochner from at least 20 mins. Lochner checking her reciept from Payless. I was told to take pictures of Lochner by his Sgt to prove he is stalking, and to prove how close he is to my house or the house of my family members.)

P/O Kenneth Oglesby #5961 15th dist was interviewed by Lt William Perkis In summary, P/O Oglesby stated that on 10-28-96 at 8:45am he was making a car stop at 1700 Bridge st. P/O Maldonado was backing him up. A unknown female approached him and asked him, "Why are you officers following me? She then went on to say she had a police scanner and she knows what is going on, and is going to turn this over to the captain and to IAD. P/O Oglesby didn't know what she was referring to. P/O Oglesby described this female as short, long hair and small in feature and had two children with her. This female then walked away. (Lies..I ran (9:05 #1518) to a w/f officer on Bridge st. after Cindy Urban (police witness) threatened me to drop the complaint against her boyfriend. She advised to call the captain..I told her the Sgts always yells at me! At 8:45am I was in the school yard of Smedley and at 9:05 I had only my baby grandson in my arms and my friend was with us.) Mrs Cindy Urban 30/W/F 533X Hedge street was contacted by telephone on 1-15-97 at 3:00pm, by Lt William Perkis #225 for the purpose of scheduling an interview. During this conversation Lt Perkis informed Ms Urban that a letter was sent by P.M . This letter stated that P/O Lochner told Ms Urban to go to the school yard where Urban and M. children attend school and tell people that M is psychotic. (No I did NOT!) Ms. Urban stated that she only knew Ms.M from seeing her in the morning at her childrens school. Ms Urban has heard Ms. M speak of being stalked and harassed all the time by P/O Lochner. At one point Mrs Urban stated that she didn't want to hear about Ms M problems anymore and tried to ignore her. Mrs Urban stated that she knew P/O Lochner only as the beat officer on Frankford ave. Ms Urban was scheduled for a formal interview for 1-17-97. On 1-16-97 Mrs Urban called Lt Perkis and stated she did not want to get involved because someone is spreading rumors around the neighborhood that she has had a affair with P/O Lochner. (She said she was his girlfriend and she had a "Open Marriage" also that she was a police informant and is paid to do so) Ms Urban also stated that on 1-15-97, between the hours of 4:45pm and 6:30pm, someone wrote "w***e COP LOVER" on her front door, with lip stick. Ms Urban stated that her husband saw this vandalism and the situation is causing hardships to her personal life. For this reason, she does not wish to be involved in this investigation. (She was the one that called IAD police on the Mock charges, that sent IAD to the Burger King where I worked, IAD harassed the manager for my timecard on mock charges of writing on a window with lipstick..I was clearly in work at the time Urban stated and can prove with the orginal time card)

Police witnesses Mr Ella Ryan, 54w/F, officer manager of Hilds Real Estate Office, 5111 Frankford ave was interviewed by Lt William Perkis #225 Internal Affairs Division. In summary Mr Ryan stated that on 2-23-96, while she was working in Hilds Real Estate office. P/O Lochner came into the office as part of his beat patrol and sat down at the desk to fill out some paper work. Moments later, a female (later identified as P.M) started knocking on the front door. Mrs Ryan buzzed the door open and Ms. M came into the office and stared at P/O Lochner. Ms M then asked Mrs Ryan if she had any apartments for rent. Ms Ryan replied, "Not at this time but leave your name and phone number if something comes up she will call." PM started to yell at Mrs Ryan. Mrs Ryan asked P.M to leave the office. PM then left the office after stairing at P/O Lochner again! (She would not agree to take a lie detector test. The above woman threatened to sue a state rep and now Judge..for threaten) When Mrs Ryan was asked if she ever seen this female before she related that she often sees her "stalking" P/O Lochner on Frankford ave, while Lochner walks his beat. On one occasion Mrs Ryan observed P/O Lochner walking his beat. She then saw P.M put her lip stick on and then follow Lochner up Frankford ave. ( Lies,,I DO NOT WEAR LIP-STICK! I have a Allergy to lipstick. If I ever walked past her store it was to push my baby grandson to the high school where his mother was) Ms Barbara Morehead 54 w/f assistant manager, Payless shoe store, 5253 Frankford ave, was interviewed on 10-1-96, by Lt William Perkis #225 IAD In summary Ms Morehead stated that she works the day shift at Payless shoe store. During the day she got to know P/O Lochner because he is the beat officer outside on Frankford ave. P/O Lochner does come into the store to check the well being of the store and the employees. Ms Morehead further stated that on numerous occasions she has observed a female (later identified as P.M) follow P/O Lochner when he would leave the store. Ms Morehead considered these actions as harassment of P/O Lochner. Mrs Morehead further stated that she never refused to give PM an empoyment application. She is not aware of anyone in the store who refused to give M. and application. (Flat out lies..would Not take a lie detector test or go to court)

Ms M also stated that at 2:00PM (date unknown) **Note I said same date as above!** she entered the Thriftway Food market at Frankford and Pratt st. At this time, P/O Lochner was inside the store, making his check inside the manager office. Ms. M claims Lochnner harassed her on this occasion by being in the store or following her into the store. ***Following me!*** Ms. M stated that she has discussed this situation with P/O Lochners superiors. The resolution proposed would have P.M agree to avoid P/O Lochner and he would attempt to avoid her without jeopardizing his beat patrol! **HaHa** During her interview, Ms M produced photos she has taken of P/O lochner performing patrol duties at 1600 Bridge st in the rear of Payless shoe store. (I was advised by his Sgt to take pictures when he was near me. From my house I took pictures of P/O checking reciepts of a female with a red tank top on) Ms.M also produced a printed chain letter which she claims P/O Lochner wrote to her. Ms M stated that she observed Lochner in a store the day before, writing something she could not see on a piece of paper and believes this was the chain letter. P/O Lochner stopped the vehicle one foot away form the PM, with her standing in the middle front of the patrol car. Mrs M believed this was intentional and meant to scare her or run her over. In response to the questions, Mrs M admitted that, on average, she goes up Frankford ave about three times a day. Ms.M also states that she enters the stores and banks that P/O Lochner patrols. P.M stated she fears P/O Lochner because of the way he looks. However, Ms M stated she has never been threatened, verbally or physically abused in any matter by P/O Lochner. **I stated the way he stares at me! I was not allowed to talk about the threat after the rape 6-1995.) Police witnesses Mr Ella Ryan, 54w/F, officer manager of Hilds Real Estate Office, 5111 Frankford ave was interviewed by Lt William Perkis #225 Internal Affairs Division. In summary Mr Ryan stated that on 2-23-96, while she was working in Hilds Real Estate office. P/O Lochner came into the office as part of his beat patrol and sat down at the desk to fill out some paper work. Moments later, a female (later identified as P.M) started knocking on the front door. Mrs Ryan buzzed the door open and Ms. M came into the office and stared at P/O Lochner. Ms M then asked Mrs Ryan if she had any apartments for rent. Ms Ryan replied, "Not at this time but leave your name and phone number if something comes up she will call." PM started to yell at Mrs Ryan. Mrs Ryan asked P.M to leave the office. PM then left the office after stairing at P/O Lochner again! (She would not agree to take a lie detector test. The above woman threatened to sue a state rep and now Judge..for threaten) When Mrs Ryan was asked if she ever seen this female before she related that she often sees her "stalking" P/O Lochner on Frankford ave, while Lochner walks his beat. On one occasion Mrs Ryan observed P/O Lochner walking his beat. She then saw P.M put her lip stick on and then follow Lochner up Frankford ave. ( Lies,,I DO NOT WEAR LIP-STICK! If I ever walked past her store it was to push my baby grandson to the high school where his mother was) Ms Barbara Morehead 54 w/f assistant manager, Payless shoe store, 5253 Frankford ave, was interviewed on 10-1-96, by Lt William Perkis #225 IAD In summary Ms Morehead stated that she works the day shift at Payless shoe store. During the day she got to know P/O Lochner because he is the beat officer outside on Frankford ave. P/O Lochner does come into the store to check the well being of the store and the employees. Ms Morehead further stated that on numerous occasions she has observed a female (later identified as P.M) follow P/O Lochner when he would leave the store. Ms Morehead considered these actions as harassment of P/O Lochner. Mrs Morehead further stated that she never refused to give PM an empoyment application. She is not aware of anyone in the store who refused to give M. and application. (Flat out lies..would Not take a lie detector test or go to court)
