In August 2021 I hired a process server in Austin, Texas to serve a lawsuit on a defendant.   On 11/1/2021 I instructed PayPal to pay $90.00 to the process server.   PayPal took the $90.00 from my bank account but refuses to transmit the money to the payee unless I provide the date of birth of the defendant who was served with papers.  PayPal claims that some regulation requires this.

(1) There is in fact no rule which requires PayPal to collect the date of birth in this situation;

(2) How can PayPal expect me to provide the date of birth of a defendant?

(3) I do not have the date of birth of the defendant.

On four occasions I have spoken with PayPal customer service representatives.  I have repeatedly asked what regulation requires them to collect the defendant's date of birth.  They are either unwilling or unable to provide me with the regulation.  The truth is that there is no such regulation.

I informed them that since they are unwilling to process the transaction, then they need to return my money to me.  This they refuse to do.   Every customer service rep give me a variation on "we're looking into it."

PayPal has stolen my money and refuses to give it back.  Avoid this company.   Fraud is their operating business model.
