I am writing this report to warn people about Paypal. Don't get me wrong the concept of Paypal is great but their business practices are border line criminal. I am an EX-EBAY seller now because of this problem too. I sold a laptop to customer on ebay and received payment immediately. About two months later Paypal informs me that the customer filed a chargeback with their credit card company. The charge on their credit card was a fradulent charge made by an unauthorized person I assume because I was never told this. It took them forever to contact me and they only did so by EMAIL no PHONE CALL AT ALL. I was told to provide evidence of shipment using the order tracking number which I did so. Paypal told me it takes up to 75 days to dispute a chargeback which they would do on my behalf. Paypal "claimed" to have disputed it and lost. Their are no employees at their customer service center who can give a a straight answer. And I can't get in touch with the person who handles their chargebacks. Their help section explains chargebacks and claims to have chargeback specialists who "handle" the dispute but when I asked to speak to the person

in charge of it I was told by a representative named after the 4th month in the year that "WE DO NOT HAVE CHARGEBACK SPECIALISTS" but you can speak to my supervisor instead. TOTALLY MISLEADING!!

Now I have a negative balance in my Paypal account and they want me to pay back this money I'm paying twice since I bought the laptop and now I have to pay Paypal too. It's unfair since I really didn't make a profit from ebay after the insertion fee, final value fee, and the fee Paypal takes out too. What I would like to know is ifPaypal has a SELLER PROTECTION POLICY which is in the User Agreement, why is it that when you go to their HELP SECTION for a general sense of their policies it STATES something totally different? This is misleading to the average person. I wish that the law would catch up to technology, Why isn't Paypal held accountable to the same rules that banks are since they deal with billions on dollars? Why aren't they FDIC insured?
