I've been ordering from them for three months and have sent a few friends there with no problems (except it takes forever to get your smokes). They are fishy though, the reason I came here and searched for them is because I was considering joining their affiliate program. But there are multiple cigarette sites registered to the same address in NY. The sites are very similiar, for example FAQ and About Us sections are identical, but phone numbers and prices different. From what I've been able to dig up payless and some other sites are just middlemen selling for a drop shipper in Cyprus. Still shady since I don't know who I'm dealing with, but I haven't been ripped off yet, and neither has anyone else I've sent there. As for go daddy, I'm sure they had nothing to do with your missing cigarettes but I wish they would stop spamming me to death, one domain only cost me $3.99 but now I'm being spammed to death. I'll never use godaddy again! And yes I used the opt out feature, they ignore it.

The crooks on the internet have a problem. How can they register a webpage and steal money without the police finding out who they are. Its simple, get an anonymous email, send GoDaddy your faked or stolen name and address and a few dollars and you have a license to steal. GoDaddy will even hide your faked whois information for you and put their name there instead. I say, that make them responsible and as soon as some state Attorney General agrees with me this practice will end. Looks like about a billion dollar class action to me.

Its simple, get an anonymous email, send GoDaddy your faked or stolen name and address and a few dollars and you have a license to steal. GoDaddy will even hide your faked whois information for you and put their name there instead. I say, that make them responsible and as soon as some state Attorney General agrees with me this practice will end. Looks like about a billion dollar class action to me.

It might be worthwhile to contact the FBI. It's tough to tear down all the walls of obfuscation that people can build around themselves on the 'net, but the FBI can get records from ISPs and whatnot that would be unavailable to us peons, giving them a better chance of tracking this person down. If it is truly a fraudulent operation, they are probably in violation of all kinds of federal laws, and there are also going to be many more victims who can each add pieces to the puzzle. Also maybe contact authorities (attorneys general?) in Kansas, New York, and Georgia. I would also suggest the FTC, but they seem to be pretty worthless. I might be wrong about who to contact, but those offices would at least be able to point you in the right direction. Don't get too hopeful about getting your money back, though. Consider it one of life's dirty lessons and try to seek justice. If you do eventually get reimbursed (or better yet, get your cigs), consider it a bonus.

I want to appologize for including GoDaddy.com/Go Daddy Software,Inc. in my report. After doing some further research, I see that you are just the registrar. I also have read your privacy policy, and see that I will probably not be able to obtain info from you regarding a fraudulent company that you registered.
I have done quite a bit of research, as mentioned after filing my report, and although I am not very savvy when it comes to all the Internet language, it appears as if they are very layered behind.....I don't know what.
I am sorry if this is lenthy, but I have pulled up a lot of information on paylessmoke.com, but understand very little of it, other than it sounds very fishy. I am hoping that if I try to summarize it here, someone who knows more about this can please help me find out how to contact them, as they had no problem taking my money within a few days of my placing my order - it is listed on my bank statement only as, "Online Duty Free" - but not sending the product, or replying to my requests for information.
i found their IP #: 193.109.194.231, located un the UK - Areti Internet Ltd. Besides the first name I had found, "James Parker", who appears in Whois as the registrant for the domain name, Paylessmoke.com. His address listed as NY, Kansas, 07071 United States. Odd address. no phone. I found associated with their IP number, a "Nicholas J. Dear", Seymour House, South Street, Bromley, Kent, BR1 1RH, United Kingdom, PHONE: +44 20 8315 5800, FAX: +44 20 8315 5801. Also, there is another person listed, "Dan Cooper", with the same contact info as just described for the UK. I believe I obtained the above info from InterNic.
I also have obtained a current DNS Report on paylessmoke.com from

To add to what James already told you ... No one in the state of New York can order cigarettes online any more. They are also going after those who did before that law was insituted and nailing them for 2000-3000 dollars for unpaid taxes, if they bought from a non Indian vendor. Michigan is now sending out tax bills to it's resident smokers who have purchased online from non Indian vendors in the past too. Other states are considering doing the same in the near future. I've been buying online from Allnative.com for the past 3-4 years and never had a problem. The company is run by the Indians, so I won't ever have to worry about getting a huge bill in the mail for taxes owed and they are located in the US, so I won't ever lose a shipment when it hits customs. Make sure when you order online that the company has a phone number (call to make sure it's a real one) and make sure they are run by an Indian tribe. Always check this site before you place an order to make sure they aren't listed here. Many are! I order a month's worth at a time and pay COD, so I don't have to give out a credit card number. I feel it's worth the 7 buck charge and I pay by money order when the box arrives in 3 to 4 days after I place my order on their 800 line. (They allow ordering via their website, I just prefer to call as their call center is open 24/7.) Trying to buy cigarettes from companies outside the USA never seems to work out. I see reports on this site over and over again where people have lost their money. Stick to buying from the Indian tribes in the US, that have a working phone number you can call and speak with someone. then you shouldn't get ripped off again.

Wow, this really does seem convoluted. First of all I want to point out that GoDaddy.com is probably NOT involved in this scam in any way, other than they were the ones who registered the site in question on behalf of "James Parker" (if that's his name). Blaming them for this instance would be like blaming Ford because someone driving a Ford ran a red light and hit your car. You were right in checking the whois information on the domain name, which appears to me to be registered with false information. (Address "NY, Kansas 07071" and the phone/fax are anything but valid.) Note that the email he listed is located at a domain that was registered "by proxy" to preserve anonymity. Red flag. All in all, I would agree to avoid paylessmoke.com (and most internet tobacco vendors, for that matter) like the plague. But GoDaddy.com is actually one of the better domain registrars/hosts out there and they have nothing to do with this. I say this as someone who has never been a customer nor employee of theirs, but I have been considering transferring my domains there when they expire with my current host because of the good reviews and prices they offer. As for GQS.net, they also appear to be unrelated, though I can't say for sure. There is also the strong possibility that the site in question is legitimate, but your order was tied up due to import/export issues. I.e, the big man wants his cut (taxes). Next time perhaps look for vendors who ship from within the US. The prices might not be QUITE so alluring, but the packages don't have to pass customs and from what I understand it IS legal to order from a state like Kentucky that has little or no taxes on cigs. At least for now. But be careful because some states are now getting ahold of customer records and charging back-taxes which can amount to $hundreds.
