I ordered parts from Hotpartz.com and they used PayPal as the way to receive payments from consumers.

PayPal charges your credit card and is suppose to put the money into the sellers PayPal account awaiting verification that seller has shipped goods to a verified address thus releasing the funds to the seller. Problem is that PayPal has a 30 day policy about filing a buyers complaint and ask that the consumer try to resolve the complaint with the seller, but if the seller procrastinates in shipping an order past the 30 days only to not ship nothing and than you are over 30 days than you can't file a complaint.

A person like myself than is ripped off because using PayPal does not protect the consumer because they claim the money that they charge my credit card is sent to the sellers account who can than send nothing leaving the consumer out the money.

So you call both the seller and the PayPal service only to get confused about how monies are transferred. Time passes and now the seller has closed his website leaving the consumer out the money he sent to PayPal.

The credit card company can't help because PayPal says that problems that arise are between the consumer and the buyer have to be resolved by them. If i had paid the seller directly than i would have the credit card company try to get my money back.
