Same here, Palisades claims I owe $ on my ATT account. Yet ATT has no record of my ever missing payments. And I've had the same phone#/acct for the past 30+ years, so think they'd know if I was behind - ever. The ATT rep says Palisades is "fishing" calling names & numbers similar to mine in hopes of hitting paydirt.
The one time I talked to a live/moron from (I think) Palisades, as they never identified themselves, he claimed I owed money for a downtown LA address where I've never lived. After that I've only gotten robo-calls for the past couple of years - yep they don't seem to give up. Nor do I think its worth any real effort to make them stop. Presume eventually they'll be shut down like we did (here) with another collection agency - Camco. Yep, similar to your SOL case - they were 20+ years out of date for collecting bad debt, claiming accounts had recently been reactivated. Yea right...

This bill is way past Statue of limitations . Send them a certified letter telling them this and they are SOL. I got a letter from a collection agency about a debt back in 1995 and I know its past statue of limitations. I am not sending them a dime.
