**HOMEBUYERS BEWARE!!!** Jeff W. Jernigan was hired by us through Broome Builders of The Carolinas. Broome Builders was partnered by Jeff W. Jernigan AND David Ralph Broome. David Broome has stolen hundreds of thousands of dollars from clients and is allegedly out of business according to BBB and has disappeared. Check the BBB for confirmation. Jeff Jernigan is an unlicensed general contractor who continues to work under the license issued to Broome Builders. See permit #201704288 issued to Broome Builders for 582 Deanne Drive Rock Hill, SC. on 11/2/2017. We have recently filed a complaint to the South Carolina Department of Labor, Licensing and Regulation. During and after our construction, we had (2) two mechanics liens filed against us for failure to pay building material and services after our mortgage company released the funds to both David Broome and Jeff Jernigan. One mechanic's lien was for $12,791.48 owed to Carter Jones Lumber and the second was for $4,641.60 owed to Airtron Heating and Air Conditioning for a total of $17,433.08! We recently had a neighbor who Jernigan built a home for, knock on our door to inquire about the similar liens filed against them for non payment! Additionally, other neighbors who he has built homes for also complained to me about their horrible experiences and Jernigan never coming back to finish work, after being paid!
Apparently, Jernigan does not pay bills. Jernigan never takes any responsibility for his shortcomings and attempts to blame them on Broome. Our mortgage company issued (4) four direct payments to Jeff Jernigan doing business as JCH Property Investments, LLC DBA Broome Builders of the Carolinas. Jernigan is a conniving liar who never met any deadlines during our build. He left me and my family abandoned when we confirmed with him that our personal property was going to be moved into our new garage of our home for safekeeping until our home was completed. He confirmed the day before we arrived that our garage was "swept and clean and had the doors installed” in order for us to secure our property. We drove (2) two large U-Haul trucks from New York to S.C. only to find that our garage had no doors installed and was packed with construction material spewed about. He intentionally lied and caused us great stress to locate a storage unit to store our property. This incident cost us several hundreds of dollars and a lot of sweat and blood unloading our property and having to store it for months only to reload it and transport it home months later. In fact, he cost us upwards of $6,000.00 in hotel and food bills since our home was not completed when promised and we were forced to live in a hotel after relocating from New York state. Every week it was a new excuse. He hired mostly unskilled, cheap labor (some of which I suspect were undocumented workers) who butchered our home. He charged us $6,275.00 to have our lawn Hydroseeded with the "promise” of the grass guaranteed to come up and that he would come back "as many times as needed to hydroseed” until we were satisfied. I was present during this installation and Jernigan's subcontractor did a poor job leaving numerous areas bare. They never came back to hydroseed. It was a one time application.
We commandeered a move into our home in August of 2017 even though it was not completed only to have workers there for an additional two weeks. The list of deficiencies is too long to list. I offer a few as an example only. He refuses to respond to numerous requests to complete our long punch list and recently gave us a date which has come and gone without anything being done. He goes weeks, months without returning messages. Buyers beware Jernigan is NOT A REPUTABLE BUILDER! He has other companies such as JCH Property Investments and Carolina Custom Living. Jernigan is simply a money juggler who has unknowing out of country client investors such as, Anton Tardif, unaware of his reputation but, not for long. The pain and suffering he has caused me, my wife and two kids is unimaginable. The unwarranted financial expenses he has caused us are into the thousands of dollars! Still we remain with a long list of repairs and appliances owed. DO NOT DO BUSINESS WITH JEFF JERNIGAN. Apparently, we are not the only victims. Help spread the word so that no one has to endure what we had to. Lastly, the videos and photos he uses on his website for Carolina Custom Living were published without the owner's consent! Remember: Jeff Jernigan owns or partners Broome Builders of the Carolinas, JCH Property Investments LLC and Carolina Custom Living. The man behind the scenes is Jeff Jernigan.

Finally arrested! David Ralph Broome partner and accomplice of Jeff Jernigan a.k.a. Jeff W. Jernigan.

Jeff Jernigan a.k.a. Jeff W. Jernigan posed as a new construction builder and was a partner with David Broome a.k.a. David Ralph Broome. Both of these individuals are known criminals and have proven criminal records. One has finally been arrested recently (David Ralph Broome). Broome was arrested on 6/20/2018 on alleged charges of not paying his laborers and is facing (2) two felony and (2) two misdemeaner charges. Broomes builders license expired on 6/30/2018. Jeff Jernigan D.O.B. 10/26/1969 has been arrested in the State of Ohio for Theft, Unauthorized use of Property, Forgery and Uttering. These charges originated on 9/25/2002 through 11/04/2011. He was assigned a public defender in his cases. Jernigan is originally from Watertown, South Dakota. He has moved numerous times and has had a known residency in Ohio, Georgia and most recently South Carolina. He is a con artist who moves frequently as to avoid detection and poses as a builder using Broomes builders license. See attached confirmed information. On November 10, 2016 we entered into a contract to build our custom home with David Broome who owned Broome Builders of the Carolinas. My wife and I were instructed by David Broome to meet at his partners home to discuss and finalize our new construction build. We met with David Broome and his partner, Jeff Jernigan (a.k.a. Jeff W. Jernigan) at Jernigan's home which happened to be in the same development we were building in. After our meeting, I was contacted by Jeff Jernigan who stated that he was taking the lead in our build and that we would be dealing directly with him for all phases of our build.
Initially, his statement caused us concern because our contract was with David Broome and not Jeff Jernigan. We notified David Broome who confirmed that Jeff Jernigan would be the go to guy in building our home and that he was his partner in his buisness, Broome Builders of the Carolinas. Jernigan also owns Carolina Custom Living LLC and JCH Properties LLC. Jernigan fraudulantly used Broome's building license and somehow posted our construction site with a Carolina Custom Living LLC building permit document. Remember , Jernigan is suspected of not being able to get his own builders licensce due to his past criminal record. Jeff Jernigan is a thief and liar who has taken advantage of at least (3) three other known homeowners in our development. He is charismatic and a great salesman. He is the epitome of a criminal con artist who makes promises that he doesn't keep! He is a thief. He is nothing but a money jugler who uses unsuspecting investors from overseas. Most of the building lots are owned by his investors and he poses them as his own. He is a true con artist together with David Broome. They hired mostly cheap unskilled laborers to build our home some of which were suspected undocumented workers who absolutely butchered our home and needed to redo jobs multiple times. The tile work, stone work, concrete work and painting were herendous. He price gouged us throughout the building process. They never came back to complete our long punch list of items or of other homeowners in this neighborhood. We had (2) two liens filed against us totaling $22,074.68 for non payment of lumber material and air conditioning services rendered. Other homeowners he build homes for also had liens filed against them. We paid these criminals every penny owed but we were taken advantage of by them.
At the time of this posting, Jernigan has sold his residence in the development where he lived [and built homes] and has other remaining properties up for sale. It is my belief that he is attempting to skip town since so many other complaints have been lodged against him. I think he finally realized that the gig is up and he moved out of the neighborhood! There is and will be additional homeowners who are taking legal action against him. Jernigan has been determined by the South Carolina Contractor's Licensing Board to have violated the Practice Act. Additionally, Jernigan has paid fines for other violations. It has been reported that Jernigan also had a previous marriage which he keeps secret from his current wife. Do not do any business with either of these two known criminals. Jeff Jernigan a.k.a. Jeff W. Jernigan or David Broome a.k.a. David Ralph Broome. I urge you to conduct your own research, as we did. It's all out there as public information if you look. See photos attached confirming my alegations against them.
