 The company Metro Parking is a front for another company called IMPARK that is well known to prey upon people that are either disadvantaged or have accessible issues. My wife broke her foot in 3 places and I had to carry her into the Emergency room of the Richmond General Hospital . I had left the car at the door for as long as it took to get her into a wheel chair and then come out. I came out only to find that I had already had a ticket on my vehicle.

I decided after my wife was admitted to hospital to undergo surgery to conduct an investigation of my own.

I decided to patrol the lot and understand what was going on . To my surprise the patroller sat immediately in front of the pay parking machines at one entrance and watched as people mostly partially disabled attempted to pay for parking. He was simply sitting there and tracing them from the time they left their vehicle until the time they went to the parking meter. Needless to say those who walked by and perhaps to a meter immediately inside the hospital which did not have a line up or one at the secondary entrance, then he was observed to be moving on these cars and issuing tickets.

I finally had enough of this situation and came up to the clothed parking official and said to him" you have little to do, preying on these people who have difficulty in paying the parking in the meter" - they are not accustomed to playing at an automated system while you are watching over their shoulder. He mumbled a indiscernible answer that sounded more like he was cursing than it did that he was responding.

I am amazed that an institution such as the Richmond General Hospital puts up with this behavior from a subcontractor.

I will be writing to Bruce Engleson the VP of Impark who is responsible for a lot for a company that I work for and to the Richmond General Hospital Foundation who are seeking donations from the business where I work as well as from my wife who has her own successful business.

Truly amazing that in this day and age a business can allow this to go on under their nose and receive none of the revenue from this rip-off and have so little regard for their customers that they appear to be ambivalent to the situation. I cannot imagine that I am alone.!

Unconscionable rip off!!
