DISCLAIMER: This document is a result of speculation and independent research by someone who is not a lawyer. Nothing in
this document should be considered a formal indictment. The following report assumes that the owner(s)/operator(s) of
arrests.org and removeitnow.com, and their associated websites, are either the same people/companies or are otherwise in
collusion with each other. During the course of this research, evidence for alternate theories presented itself. These alternate
theories are presented after the conclusion of this report.

The website arrests.org (a.k.a. florida.arrests.org, a.k.a. floridamugshots.us) harvests data from Florida law enforcement
websites, copying all information pertaining to new arrests. This includes mugshots, charges, personal information including street address, date of birth, occupation, etc. This data appears to be retained on arrests.org indefinitely. The information is not removed if charges are dropped, expunged, the suspect is found not guilty, etc. These inaccurate results are returned on Google, often on the front page, which has a dramatic negative impact on a person's reputation and future job prospects.

The website offers no recourse for those affected.

It appears as if arrests.org is the first half of a two-part system designed to extort people out of their money.

The operation mugshot sites are likely protected by the First Amendment, since the information contained on the site is public records. Mugshot sites will often charge to unpublish material from their site, and they have the right to do so. While this practice upsets those affected, it is again legal since the sites can make decisions as to which mugshots to include, and which to unpublish. Unpublishing is a major issue in the  publishing world and it doesn't start or end with one site or another (Google "Unpublish" or "Unpublishing"). This is simply the cost of living in the Information Age, when public information is readily available.

Public records, get over it. All these sites do is take whatever is already out there, they didn't originate the data. Newspapers do that, Google does it, Yahoo, Bing, and other search engines. If you have an issue with this you should talk to the gov. start with trying to change how our constitution works.

Florida.arrests.org and the Wiggen's are posting URL's to those mugshots all over and in many social media websites as they can and those website have nothing to do with mugshots. Ask yourself why do they do that? It's one thing to mirror LE mugshots and a whole other thing to be trying to defame and slander someone with a mugshot. Evidence is being gathered and the Florida States Attorney has been informed of the Wiggen's actions. Eventually they will be the one's having some new mugshots and some lawsuits too.

Who owns florida.arrests.org? The Wiggens

#7Consumer Comment

Fri, July 01, 2011

Settle down you two. Theories aside, it's pretty obvious that florida.arrests.org is a really scummy site. You'd be hard-pressed to find someone who denies that. So let's focus on those responsible for a public shaming of their own, shall we?

I know this is going to knock everyone off of their feet: the people who run the site have shady histories. Apparently Craig Robert Wiggen spent some time in federal prison (Inmate # 11968-017). His brother James Cody Wiggen went to court for battery. Seems as if legal troubles run in the family, I wonder why their mugshots aren't on arrests.org? =P

In the interest of the public record that Flynrider is so fond of, here are the details on the family that runs florida.arrests.org. If anyone has suffered damages due to the arrests.org extortion ring and is looking to serve some papers, you'll be interested in the following information:

"I am not a lawyer."

You don't need to keep repeating this.  It's painfully obvious.   No one is going to read 93 pages of your amatuer legal theories.   Particularly when the First Amendment implications have been so grossly ignored.     You will never win anything against anyone for publishing what is in the public record.  Again, welcome to America.

Response to Flynrider

This is a response to Flynrider's post. Just a quick reminder here that the following words are my own opinions and I am not a lawyer.

"Now here's the only comment you included that alludes to an actual
ripoff, yet you left the whole extortion plot out of your post.
Wouldn't that seem to be the key bit of info you'd want everyone to
know?
"

Of course. Did you consciously choose to ignore the part where I provided links to the full report which consists of 93 pages? I'll give you the benefit of the doubt and assume this was an oversight on your part. Here is a link to the full report which goes into excruciating detail. It is an external link because the report is unusually large and has formatting concerns. It would not be possible to faithfully reproduce it on ripoffreport.

Here is the full report on arrests.org (93 pages)
http://www.scribd.com/doc/58921958/An-Investigation-Of-arrests-org

" This is called the "public record".  If it's published by law
enforcement there's nothing stopping anyone else from also publishing
it.  Welcome to America.
"

While such data is indeed public record, Crunchline LLC may still be legally liable under a number of local and federal statutes due to the way it operates. I have outlined several of them in Appendix D though it is by no means comprehensive. This especially holds true if my extortion theory is correct (collusion with / ownership of removeslander.com). A quick reminder that all parties named in the report are welcome to publish their rebuttal here to clarify any misconceptions or inaccuracies.

Some parting thoughts: It appears as if arrests.org publishes data for minors. Currently one of the most popular mugshots is of an 11 year old. This may bring additional legal concerns, and is certainly irresponsible if nothing else. Also, they may have broken the terms of service of various websites by scraping this data.

While it is certainly possible that Crunchline LLC isn't breaking a single law, I wouldn't bet on it. If they have nothing to worry about then they should welcome the attention. :)

Nothing in this document should be considered a formal indictment. "

Really?  Did you think someone was going to confuse you with the D.A.?

"harvests data from Florida law enforcement websites, copying all information pertaining to new arrests. This includes mugshots, charges, personal information including street address, date of birth, occupation, etc."

This is called the "public record".  If it's published by law enforcement there's nothing stopping anyone else from also publishing it.  Welcome to America.

The information is not removed if charges are dropped, expunged, the suspect is found not guilty, etc. These inaccurate results are returned on Google..."

I believe you're complaining about arrest records.  If the charges are dropped or expunged, that does not mean the arrest never happened.  Therefore, I'm having troubling buying your claim that the information is inaccurate.

"It appears as if arrests.org is the first half of a two-part system designed to extort people out of their money."

Now here's the only comment you included that alludes to an actual ripoff, yet you left the whole extortion plot out of your post.   Wouldn't that seem to be the key bit of info you'd want everyone to know?
