Similar story to most about this company's Credit Cards. Capital one has TWO(2) separate banks each regulated by a different agency one CAPITAL ONE BANK is regulated by the Federal Reserve Board. The second CAPITAL ONE F.S.B. is regulated by is regulated by the Office of Thrift Supervision.
