I applied for a Capital One secured Mastercard and sent a cheque for $75.00 to Capital One Services Inc. The cheque was returned as NSF as they waited so long to cash it that the funds were not in my account when it was presented.

They (Capital One [Canada])sent me a form letter with the signature of Matt Krall, Customer Relations Group Manager requesting a replacement cheque for the same amount ($75.00). Instead, I sent in a Western Union money order as I was told by someone at Capital One that the turn around for processing would be only 2 business days once the money order was received and my card would be sent to me. The money order was mailed on May 31, 2004 and as of June 25, 2004 it still is outstanding. I have sent Capital One a fax to their payment investigations office requesting that the matter be looked into as I was told by one of their customer service reps that the application had been closed. No response has come from Capital One yet I was told that a letter had been sent to me on June 14th. I still have not received the letter, my money order or an explanation from Capital One.

I will be filing a report with the President of Capital One Group of Companies and the Canadian Banking Ombudsman requesting either the return of my money order (Fedex or other means) or an explanation as to where my money order has disappeared to. I won't recommend Capital One to anyone.
