www.californiabirthindex.org publishes very personal information (name, age, birthdate, mother's maiden name, relatives) without permission, and ignores all requests for removal. After numerous complains to them and their host (Dreamhost), I have yet to receive a response. This is unacceptable, and the publishing of this information leaves me vulnerable to identity theft.

First of all you are wrong. While the information CAN be publically accessed and requested in person in office and muddled through millions of reports to find 1. This website is phishing for email information from complaints people are leaving and NOT posting their own vaild email contact. They are hiding behind a whoisprivacy setting on the host New Dream Network to avoid cease and desist requests or other legal charges. They are frauds plain and simple. If someone can find out their true mailing address is please post it all over the internet as they are posting everyone elses personal info which can be used to commit crime and fraud. DO IT.

Sites like this, and geneology sites like Ancestry.com get this information from publicly available sources. There's nothing illegal about it. If you don't like that it's publicly available, then talk to the government.
