Computer package rebates require specific purchases to be honored. If you return ANY portion of the package, the rebate is void as the package requirements are now not met. In other words, you have to spend a certain amount of money to get a certain amount of money back. What would have prevented this from happening is if you would have just exchanged the printer rather than returning it. That way, the requirements are still met and you would have received your rebate. You're out of luck on this rebate now, so use this as a learning experience and move on. One other thing...it is the rebate house that's declining your rebate. Not Best Buy.
