We purchased a cutting laser machine from Jinan Yaobang CNC Equipment Co., Ltd in Jinan, Shandong, and other goods from other suppliers in China, in May of 2015.

1-    We agreed to use the shipping forwarder that the laser maker uses, Amass International Group, to ship.

2-    We agreed to the shipping rate from Qingdao, Shandong China, to Cleveland, OH via sea.

3-    Around July 13th., we received a notification from Amass Group, via the laser maker, that the goods will ship in 24 hours and we (the buyer) must file an ISF with US authorities before the ship leaves or we will be fined by up to $5000 by the US authorities if we don ‘t file before the ship leaves.

4-    We were giving the contact information of Jimmy Guan, the Amass International Group agent in NY City and were told that he will be able to file for us. We asked for a quote and were given an itemized quote for $385 that included ISF filing, bonds and US Customs related fees.

5-    We received an invoice from the Qingdao office for the amount of $1,168 for the cost of shipping from Qingdao to Cleveland (excluding the US Customs and ISF filings and bond fees). We paid the full amount to the office in Qingdao via the laser maker company on July 19, 2015.

6-    We asked for tracking information, but we were told that the NY office will notify us when the goods arrive.

7-    The goods were scheduled to arrive on August 14th. On Augus.t 17th, I asked Mr. Jimmy Guan for status, we were told that it is in Customs. On August 24th we received an itemized invoice from Mr. Jimmy Guan, for total of $1040 (instead of $385) that included new charges for items that we could not explain. Later Mr. Jimmy Guan explaind those charges are fees he is collecting for the office in Qingdao. And when we informed him that the Qingdao fees were already paid, he changed the reason to being fees for warehouse storage in NY.

8-    We contacted the Qingdao office and laser machine maker, and the agreed those those charges were excessive, and agreed to remove one of the fees which was $300. We received an updated invoice from Mr. Jimmy Guan, but the amount was only reduced by $30 (instead of $300).

9-    We contacted the laser machine maker and the Amass Group Office in CA, NY and Qingdao, and informed them that we would agree to pay a certain fee that we can negotiate if the Amass Group agrees to ship the goods COD, from New York City to Cleveland. We have not had any further correspondence.

10- Additional thoughts:

a.     We have doubts if the goods were actually shipped from china. We have not seen any official US or Chinese documents that show that the goods have arrived in NY or even if they have shipped from Qingdao, China.

b.     We now know why the goods (supposedly) shipped to NY instead of Cleveland, OH.
