Their website looks kind of like the legit Texas government website where you renew your vehicle registration. You go through the process and fill out all the information you would expect to fill out, then they ask for a credit card. They charged 50 cents to my credit card for reasons that were never made clear. I realized at this time that this is a scam, so I stopped, however the next day there was another charge from them for 7.95, apparently for a membership I had never opted into. Their website also makes it difficult to chancel your membership.

The following notice is posted at the top and bottom of every page on the website you provided:
texascarregistration.org is a privately owned website that is not affiliated with any government agencies.
In addition to that, for some reason you chose to ignore the message that appeared when you clicked the START NOW and the I UNDERSTAND AND ACCEPT buttons:
NOTICE
Car registration applications must be processed by an official TX DMV website. This is not an official website.
In addition to that, the previous paragraph provides a direct link to the Texas Department of Motor Vehicles registration renewal website.
You made me laugh.
