Time Warner recently began advertising that they offer Road Runner Turbo in Queens. After speaking with two different representatives who told me it was available in my area, I signed up - locked into a two-year contract. A week later, a technician came to activate the Turbo and I was informed that Road Runner Turbo was activated. However, a test of the download speed showed that it was slower (between 1.4 to 4.5 megabytes) than prior to Turbo being activated. After several more contacts with Time Warner, I was informed that Turbo was not available in our area, and they were unsure when it was be available. They stated it could take up to a few months, or it might take even longer. In the meantime, Time Warner began charging me for this service (even before they officially "activated" it).

I was informed that 500 customers in my area were affected. This apparently means that 500 individuals in the Sunnyside, NY area are signed up for Road Runner Turbo but are not receiving it. There are several sites that you can use to test your download time. One is http://www.2wire.com (click on the speed meter). The other (which Time Warner recommended) is located at http://speedtest.nyc.rr.com.

I am still attempting to stop Time Warner for billing me for a service that they cannot provide. I have already spent a lot of time with them on the phone trying to resolve this issue.

It is unknown whether people in other areas are being affected as well. Check your download speed (as described above) to find out. You might not be getting what you pay for.

If you find out you are a victim of consumer fraud, you can file a complaint with the NY State Attorney General's Office. The complaint form is located at: http://www.oag.state.ny.us/complaints/pdfs/cns001web_consumer.pdf

OR you could retain a private attorney and sue them for FRAUD and maybe criminal charges of THEFT OF SERVICES if you all have those criminal charges in New York. This is really sorry. We have Time Warner service here and it was great until they started offering this TURBO service and then I noticed that it slowed down a bunch! It still is a good service but SO MUCH SLOWER! We live in a REGIONAL TECH CAPTIAL so our service is going to be good no matter what... I can't say the same about other places.
