Hertz Rent A Car Inc. Fuel Purchace Option Ripoff Internet

I rented a vehicle from Hertz on 8/7/13 at the Nashville, TN Airport. I accepted the fuel option. At that time the clerk at Hertz said I could turn in the car at full at not have to pay the fuel option. She never said anything about also needing a receipt for any fuel I purchased prior to turning in the vehicle. When I turned in the vehicle at the Hertz office in Murray, KY on 8/14/13, I pointed to the fuel guage and told him that I filled the tank prior to turn in. At that point he acknowledged that it was full and gave me my rental receipt showing that it was turned in at 8/8 of a tank. He never asked for a receipt for the fuel I purchased either. On 8/19/13 morning I tried reaching Hertz customer support by phone and the message said all operators were busy so I left an email. As of today, Thursday 8/23/13, I had not received any response from customer support addressing my concern at not having received a reimbursement for the fuel option. I called them to see if I might get a response that way and the customer support representative told me that without a receipt for the fuel I purchased, I cannot get my money back for the fuel option. The best she could do is give me a $25 gift certificate for a future rental through Hertz. I told her but my receipt from the Hertz in Murray shows that I turned in the car at 8/8 of a tank and she said it says that by default since I purchased the fuel option and I could not used that as my proof of turning in the car at full.
At no time during the rental or turn in of the vehicle did anyone tell me I had to retain and turn in a receipt for filling up the tank prior to turn in to receive my money back from the fuel option I purchased. I thoroughly read my receipt and no where on the receipt does it say I have to have a fuel receipt to claim my refund. It just says, "You purchased a full tank and may return at any level. Refund for returning full." which matches what the check out clerk told me when I rented the vehicle. Hertz charged me $46.16 for this fuel option for filling up a Mazda 2. Let me tell you it cost me $23 to fill it up prior to turn in and that was at 2/8 of a tank. $46.16 is NOT what it costs to fill up a tank because they add the cost to fill up the tank plus a Concession Fee Recovery and Tax to arrive at the amount they are going to overcharge you. NEVER accept the fuel option and be very careful of ever renting anything from Hertz.
