1. GEICO Sales agents would not knowingly quote you with liability only just to get the rates down for a sale. If they were caught doing this (which is highly likely since GEICO associates are heavily monitored for quality control) then they would not only be fired on the spot, but would face criminal charges with the state as well. 2. Unless you gave an incorrect address it is impossible for you to not have received a declaration page showing your coverages. It would have come with the policy ID cards. Many people put these in a drawer and do not double check for accuracy. Please remember that when dealing with people, errors do occur at times. The declaration page specifically requests that you check for accuracy to ensure those are the coverages you requested. If you did not receive the declaration page and ID cards, then you should have called to check the status. If you received the declaration page then you should have reviewed it and called right away if there had been an error. 3. While not all conversations are monitored, if there was an error and there is any indication that full coverage had been requested and simply left off as a keying error, then underwriting would add the coverage back to the beginning of the policy.

Call your claims adjuster and tell them you want them to pull the tapes from when you purchased the policy. Every conversation you have with the agents in the corporate office is recorded. If you requested comp/coll and were not given same, they should honor the claim. Otherwise, they probably carry error and omissions insurance for their agents, which you can file with.
