If you have any problems with a gas station it's best to contact the Bureau of Petroleum Inspection (Department of Agriculture and Consumer Services). You can easily Google it, and it will come up.

In the first case, of the clerk not turning on the gas. Your mistake was to leave the store, I would have stayed, and if she still was saying "she didn't remember" you, then you could of asked the clerk to call the manager, or you could of called the police. The stores are equipped with surviellance, and it could have been easily resolved. And as far as the other situation with "Joe" and the cigarettes, did you ask him about it, or ask to speak to the store manager? Sometimes questioning on the spot, gets any misunderstandings resolved.
