Here's the scoop.
Let's say that you are a buyer on E-Bay.
You are the successful bidder OR you simply "Buy It Now".
You instantly go to PayPal and pay the amount due.
The payment is confirmed by PayPal and/or the Seller and eventually your goods are shipped.
When you get the goods, you find that they are NOT AS ORDERED or DESCRIBED in the Seller's original ad on E-Bay. (Let's say you ordered a pair of BROWN shoes and White shoes were received).
You contact the Seller but they say that they sent proper BROWN shoes and  the only thing they will do for you is look at them if you return them. YOU MUST PAY THE RETURN POSTAGE FOR THEIR ERROR.
You feel that this is unfair as you did nothing wrong so you contact E-Bay / PayPal for assistance.
Both E-Bay and PayPal say that you must issue a grievance notice that will be sent to the Seller.....OK....You do that. The Seller has something like 14 days to reply !!
No reply. So E-Bay says return the shoes to the Seller YOUR COST and send E-Bay the Post Office tracking number. When the tracking number shows that the package has been delivered to the Seller, only then will E-Bay intervene on your behalf and issue you a refund of the base price, NOT INCLUDING THE SHIPPING YOU ORIGINALLY PAID NOR THE RETURN SHIPPING YOU PAID.
In my case This totaled $32.98       BAD BUSINESS ON E-BAY'S PART.
