My first meeting with Chappy Chappell was at Denny's in October of 1999. My friend had met Mr. Chappell at Arizona Mills and she thought I might be interested in a business opportunity that Mr. Chappell was promoting. I made a phone call to Mr. Chappell and set a time to meet him at Denny's the following day. Mr. Chappell presented the business opportunity with a great deal of knowledge, enthusiasm, and finesse.
I was impressed with Mr. Chappell and the financial opportunity that this business venture would provide for me. I made a decision to become a member of the LEGAL PROTECTION SERVICE that he was representing.
MR. CHAPPELL NEEDS LEGAL PROTECTION! HE IS A SCAM ARTIST!
We attended several evening meetings together and upon Chappy's suggestion, I enrolled in a FAST START PROGRAM, which would enable me to enhance my business at an accelerated pace.
We approached several business sites together and basically worked together as a team. We became good friends. He and his wife, Dorothy, and my friend enjoyed socializing.
Chappy and I talked several times a day, and he constantly reminded me to always stay focused!
Chappy knew that my home was for sale. He and Dorothy met me at my house and they were excited to work out a plan to purchase the house.
I wanted to paint the interior and Chappy volunteered to help me. He and Dorothy spent extra time replacing the hardware, washing windows, and cleaning mini-binds. During this time together we worked out a plan so they could purchase the house.
THEY COULDN'T WAIT TO MOVE IN.
SUPER SCAM ARTISTS!
Their agreement was to pay the monthly mortgage payments for March, April and May. In June they would pay $20,000, as the down payment, plus the mortgage payments each month, and within a year refinance the mortgage.
They moved into my house in February 1999. They made the March and April payments. In May they were late with the payment and I asked them for the money, Chappy informed me he would be a little late.
On the 15th of May, I asked him again about the payment, and he said, I AM UNABLE TO PAY. I made the May payment. In June, he still had not made the May payment and when I questioned him again for the payment, he said, I DO NOT HAVE THE MONEY!
NOW THE TRUE SCAM ARTIST WAS AT WORK!
Because Mr. and Mrs. Chappell failed to honor their agreement to pay the monthly mortgage payments and exercise the lease purchase agreement with me, I was unable to market my house in January to sell. Therefore, $9,200 is the amount due, which includes the mortgage payments and the utilities payments for May and June.
In June they agreed to move out of my house and make necessary arrangements to pay the back payments. He also agreed to give me the house keys, garage door opener and mailbox key. At that time Chappy said, We NEED TO WORK OUT A PLAN FOR THE PAYMENTS. As of this writing, they have made no effort to resolve the money problem and return the keys.
CHAPPY, KEEP DECEIVING YOUR FRIENDS!
HOW MANY FRIENDS DO YOU HAVE LEFT?
I have placed several phone calls to the Chappell's and only received their voice mail. They will not answer their phone or door (even when I go to their townhouse on Stapley and University.)
Reminiscing, I should have known that the Chappell's would not honor our agreement. Chappy shared with me that he was $70,000 in the rear on child support payments. That should have been a RED FLAG describing his true character.

I sent a register return receipt letter on July 13th out lining the amount of money Mr. and Mrs. Chappell owe me. He signed for the letter on July 15th but has not responded. I have continued to leave numerous messages and there have been NO return calls from either of them. On August 21, 2000, I begin leaving messages every day. I talked to Dorothy at her work, and she said, "I will give Chappy the message."
APPARENTLY CHAPPY IS TOO BUSY SCAMING WITH HIS COMPUTER!
On the 28th of July 2000, I filed a CIVIL SUMMONS in the North Mesa Justice Court. (WHAT A JOKE!) In order to serve the necessary papers to the Chappell's, one must use the proper procedure---obtaining the service of a Certified Public Server or a Constable. This too WAS A JOKE. I was familiar with Chappy's behavior; that is, he NEVER answers his door unless he recognizes the person. At the time I paid for the service, I suggested to the Server that he meet Chappy away from his home. Chappy's recruiting techniques are very predictable, so this would be a smooth and simple alternative plan. This effort proved to be FUTILE!

My Husband and I came across your web-site and much to our interest there are a couple of interesting reports.

We were offered an opportunity with Primeria Financial Services several years ago. We have very strong work ethics and were determined to succeed at this business.
Interestingly enough, we were recruited by Dorothy. She set an
appointment and Chappy was with her. Chappy did all of the sales
presentation and introduced the insurance and investment products.
When they delivered our contracts, it was Dorothy's signature as the licensed agent. We questioned her signature at that time and she simply stated that Chappy was not licensed.
We contacted our lawyer in New York in reference to their business procedure and he pointed out that Dorothy was in violation of her license.
Chappy it appears, was the set up man, sucking us into Primerica. They worked great together. In theory it sounded so attainable to reach our financial goals that they outlined for us.
Dorothy suggested that we give them a list of all of our friends and relatives to recruit. They would monitor the names we supplied so we could reach our goals quickly. She never ever mentioned investments or insurance products.
Once they suck you into Primerica they only want you to recruit and there is no training on investments or insurance products. It is only a MULTI- LEVEL OPERATION CONTROLLED LIKE A CULT.
We lost track of Dorothy and her Side KICK Chappy, but I see they have a new gig==== PRE-PAID LEGAL and LIVING IN OTHER PEOPLE'S HOUSES WITHOUT PAYING THE RENT. WHAT A RIP OFF.

In regards to Mr. Chappy Chappell, let me start by saying that I am a bit scared to write this because of the harassment I have been subjected to over the past 8 months. But I feel it is my duty to write this in hopes it will help others who might cross the path of this evil man.
I worked in a vitamin shop in a local Arizona mall. One day a man (and I use that word VERY loosly) came into my shop and inquired about a couple of different items. I spent aprox. 13 minutes educating him on the different products he was interested in. He left the shop without purchasing anything,
saying he wanted to take the information , think about it and make his decision at a later date.
Three days later he appeared again telling me he wanted to talk to me about a "fantastic buisness opportunity". I was skeptical at first but I agreed to give him ten minutes at my break to hear about this "fantastic" opportunity. Later that afternoon I took my break and we went and had coffee. After hearing about this opportunity, I politley declined telling him I was not interested in multi level marketing plans.
He walked me back to my shop the whole way telling me how I was making a mistake, that I MUST do this. After he left I was happy to get rid of this very pushy man (again, word used loosly).
The next day he called the shop 5 times DEMANDING to speak to me. The following day he called again 7 times at work. The following day as I was leaving work he stopped me on my way to my car again DEMANDING to talk to me about this "fantastic buisness opportunity". I got in my car locked the door and left. Two days later I went out to my car to leave work and he was leaning on the hood of my car waiting for me. I notified mall security and they approached him and asked him who he was and what he was doing harassing me.
I thought the nightmare was done until a woman who works at a store accross from mine came into my shop and wanted to know who the man was who sat out in the mall on a bench watching me for the past 2 days was. I asked her to describe him and you can imagine the feeling that came over me when she describe Chappy Chappell. He came into the shop again and told me he had been
observing me and charting my sales. He told me that I needed to stop wasting my time selling vitamins and STAY FOCUSED on his plan. This man has harrassed me, followed me, verbally assalted me, and because of this I had to quit my job and relocate to another store 18 miles away. I looked into a restraining order but that would be good for 50 feel away from a specific place.
It is my deepest desire that this man is stopped. After reading some of the reports you have received about this man, I feel quite lucky to have only had the contact with him I did. It makes me sick to think of what Mr. Chappells real intentions were. Please stop this man.
