On Norwegian cruise line website is a statement saying you can cancel a cruise 15 days before it starts if starts before oct for a refund of future cruise credit. There is no name mentioned calling it anything different then a regular cancellation.
However it’s not possible to simply cancel a cruise as stated they kept 75% of my money nearly $1600 is what I lost when I canceled and this statement on there website this false advertising they don’t honor this offer. For a resolution I would really like funds withheld from a cancellation returned as future cruise credit.

1. Get someone with basic English skills to answer my questions, because seriously, this is a mess.
2. I seriously can't figure out what you want. Do you want a refund or credit for a future cruise? It looks like you were guaranteed the latter, but you want the former? I can tell you that I am not aware of any travel agency or cruise line, etc. that is offering straight refunds; such action would bankrupt them.
I purchased a tour of Croatia for June, 2020 that was cancelled and that I will be going on in June, 2020 using the tour credit. Not an issue. I suspect that you were offered a credit for a future cruise but want a refund, but I'm not sure because again, your post suggests that English is not your first language.
