I began working with General contractor Mr. Garrison 8/22/2022 for the renovation of our rental property We were quoted a renovation price of $100k with a completion date on or before 1/1/23. This was my first renovation and before meeting with Mr. Garrison, I was advised by my architect to have a meeting with all parties (GC, Architect, and myself) to discuss initial plans to make sure costs were in line and building plans were adequate. Mr. Garrison advised he had his own architect and team and wished to use them instead.

Once signed contract was received, initial payment of $40k was made and renovation began. During initial phase of renovation, workers moved forward with gutting existing home and Mr. Garrison advised he would use initial building plans. I was immediately concerned however relented and decided to trust the process. I was very impressed with the speed in which the property was being renovated. Mr. Garrison communicated well and property was on its way. I inquired about permits and was told by Mr. Garrison that everything was being handled.

Several weeks went by and property was really coming together with a few minor bumps. Mr. Garrison stated he would have the property completed by November 1st. Mr. Garrisons decision to skip the step of meeting with architect ultimately led to the projects downfall. Mr. Garrison decided to expand the living area by converting the outside porch into a sunroom. It really looked great and we did need more space however Mr. Garrison failed to price windows. When he called with the cost of the windows (Three weeks after creating Sunroom) I immediately became very concerned.

Up to this point, I was under the impression he had discussed everything with his architect and that these adjustments to original plans were in budget. We made several adjustments outside of our agreed upon budget which limited funds. Weeks went by and not only did  we pass the GC's anticipated completion date, renovation seemed to have come to a standstill. There was barely any activity. When I inquired about slow down, Mr. Garrison repeatedly said he was taking care of things. When I inquired about permits he had no clear answer. At this point frustration has set in. We have a contractor thats received funds however is not working.

The original completion date was set for Jan1st. Once date completion date had passed, I spoke with Mr. Garrison several times however received no clear timeline for completion. I contacted permitting and found out that permit was applied for however was never received. At this point, permitting application has required revisions since September so construction wasnt supposed to be happening at all and he has placed me in danger of being fined. Beware of David Garrion at ALL cost. Hes a joke and a total waste of time. If I could rate him lower than 1 star I would. His staff are just people from around the way with no real experience. David presents well but is a wolf in sheeps clothing.
