Complaint Review: TCA Toll

TCA Toll I was traveling in So. Cal and apparently I drove on a toll road. I assumed I would be sent a bill for the amount I owed to drive on the road. I didn't receive a bill so again I assumed I was in the clear. Approximately 1 year later we received our DMV notice to pay the registration on that vehicle and there was a charge of over $100 that I had to pay for this violation. The cost of using the toll road was $3.45 and rest was late payments. How can they charge late fees when they haven't sent me a bill requesting the payment. So Cal Toll roads California

 I was traveling in So Cal and drove on a toll road. I assumed I would get a bill in the mail. About a year later I received my DMV notice to register my car and they had a charge for over $100. The charge to drive on the road was $3.45 and the late fees were $45.00 and $48.00. We call customer service and they removed one of the late fees. How can they charge a late fee when they haven't sent some type of bill requesting payment? This is a scam and they are using the Cal DMV to collect.
