This report pertains to a menber of the Mt. Carmel/Kingsport Tn community whose name is Robert Chmielnik and currently does business in these areas under the name of Sitework Services, Inc. Robert is a very savvy conniving and contentious individual whom has developed a proven track record for convincing people to invest or purchase capital assets to be used in the core business operations for Sitework Services, or his sister company of West Stone Industries, Inc.

This man has no real resources of his own to counter invest with, and purely plays on the fiction that he is a rising star in the contractor community of this area, has eluded to be a prime listed approved contractor for BAE Systems that operates in the Hoslton Munnitions plant, and is currently doing business for the City of Kingsport for multiple demolition projects, all of which is utilizing tax payer resources to foot the bills with this con.

Most recently he swindled an individual from the Knoxville area out of thousands of dollars towards the purchase of capital expense items such as heavy equipment, trucks, roll-off containers, and even has open unpaid payroll owed to this person in the range of $15,000.00 He has made multiple unkept promises to make whole of many of these items, but at the very least has left the man from Knoxville holding the bag on the unpaid payroll issue.

Currently he is a co member in the West Stone Industries venture, and is held accountable for large sums of money that were equally swindled from individuals who have suspected ties to one of the New York crime families, and subsequently are left in a hopeless scenario with Robert on that venture as well.

It would behove the elected and city officials with the cities of Mt. Carmel and Kingsport Tn. to especially scrutinize Mr. Chmielnik with his current business practices, as they could be held accountable for unpaid items that are owed and later traced back through work performed by Sitework Services, Inc.
